Purpose of the position:
The Senior Project Manager directly reports to SPIR II Operations Director. S/he will be responsible to oversee SPIR II program operations and technical support; provides leadership guidance to the zonal and woreda SPIR II team including but not limited to finance, procurement, fleet, security and related staffs in World Vision to ensure smooth implementation of planned activities. The position holder will frequently interact with SPIR II zone and woreda government line offices, implementing partner(s) and stakeholders. S/he will partner with zonal and woreda level international and local NGOs to ensure cooperation and collaboration for the greatest impact in the lives and livelihoods of PSNP household in target woredas of Daro Lebu, Boke and Habro.
Major Responsibilities:
- Coordinate SPIR II zonal program planning, implementation, monitoring and evaluation
 - Ensure the timely and quality delivery of SPIR II quarterly and annual project reporting consolidated from target woredas internally by MEL team
 - Support the zonal technical and program support team to coordinate and integrate travel schedules and events to optimize resource use and enhance efficiency
 - Supervise SPIR II zone administration, finance, procurement and or related role holders to ensure strong support for the program team based at zone and woredas
 - Ensure timely development/revision of procurement plans and review procurement status on weekly basis to closely monitor and accelerate procurement processes when needed
 - Together with the Zone finance officer support woreda coordinators in budget development and spending plans
 - Support periodic WV audits internally and government evaluations as per the signed MoU
 - Perform regular field support visits and ensure strong internal control systems are in place
 - Network with WV APs/CPOs/RO security persons and make sure all staffs receive updated information regularly for timely operational decision
 - Ensure security focal points both at zone and Woredas and all staffs (as needed) receive proper security training
 - Assist woredas/zone to develop, revise and update their security plan
 - Support the zonal/woreda offices to develop security contingency plan to minimize security risk from unforeseen incidences
 - Provide guidance to the logistics and support staffs at zone level
 - Partner and coordinate with zone stakeholders, government partners and SPIR II implementing partner CARE in the West Hararghe zone to ensure collaboration and synergy of efforts
 
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
 Required Professional Experience:
- Minimum of 10 years' relevant work experience from which at least four years are with similar senior management responsibilities as a part of USG-funded programming
 - Demonstrated capacity to lead a team with similar scope of work
 - PSNP-related work experience, preferably with a USAID or other donor-supported program preferred
 - Experience in managing multi-sectoral programs (Ag/Nutrition) with strong capacity building programming preferred
 
Qualification required:
- Master's or Bachelor's Degree in Rural Development, Agriculture, Economics, Development, Social Sciences, or other relevant field.
 
Preferred Knowledge and Qualifications:
- Excellent partnership, communication and advocacy skills and the ability to interact effectively with donors, collaborating agencies, local and government partners 
 - Strong knowledge and working understanding of PSNP and USAID Food Security and Resilience programs
 - Excellent organization and planning skills and ability to resolve problems constructively
 - Computer literate, with strong knowledge of MS Office applications
 - Flexibility, persistence, and ability to work well in a multi-sectoral team
 - Ability and willingness to travel to areas with fragile security situation
 
Working Environment / Conditions:
Office based with travel to the field
Travel: 30% Domestic travel is required
