Land Governance

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

 To strengthen agricultural productivity and production and to modernize agriculture in Ethiopia, the Ministry of Agriculture is pursuing strategies for nationwide land use certification and land consolidation. The widespread fragmentation of agricultural land is a major challenge for a more productive agricultural sector. However, legal and social framework conditions for the fair and participatory reorganization of the agricultural area are limited. The responsible regional authorities also lack the required capacities and expertise to implement land consolidation procedures. The population is skeptical towards the government’s reform intentions, mainly due to negative experiences and less participatory processes in the past.

In this context, the TC project pursues the objective of creating sound conditions for the implementation of participatory land consolidation procedures. As such, the framework conditions for increased agricultural productivity are improved, and thus contribute to improving the living conditions of smallholders as well as to economic development in the concerned rural areas. Hence, the target group is the rural population in the selected project areas, and landowners whose agricultural productivity is impaired by the fragmentation of their land.

Activities will be carried out in the following intervention areas:

• Strengthening the competencies of staff of relevant national and regional authorities and civil society organizations
• Development and piloting of participatory procedures and guidelines with Ethiopian authorities/organizations
• Support in the development of legal frameworks to ensure a constitutional approach to land consolidation.

 In selected pilot areas, sensitization and communication measures for the local population will be carried out in coordination with other TC projects and support will be provided for the training of land consolidation committees (LCC) as well as for voluntary parcel swaps. The project’s implementing partner is the Rural Land Administration and Use Directorate in the Ministry of Agriculture.

 The Driver will report to and be supervised by the LaGo Senior Finance Manager.  

 Summary of Duties and Responsibilities:

 The driver is responsible for

• Safely and responsibly performing all official travel using official vehicles
• Regularly servicing and looking after official vehicles
• Taking account of all available information on road conditions, accessible routes and locations
• Running official errands and assisting with other office work

 Cleaner Performs the following tasks.

 Provides passenger transport in an official car for office, project or program staff, official visitors and guests

• Runs errands for the project, program or office, e.g. sending letters and messages, paying bills and buying smaller quantities of office supplies
• Helps with transporting goods
• Completes the vehicle log correctly and conscientiously in accordance with GIZ standards

 General Services

•  Cleans the interior and exterior of the vehicle(s) regularly
• Check’s oil, water, brakes and brake liquid, tyre pressure, battery levels and the entire vehicle, monthly or every 5,000 km (whichever is first), headlights, brakes, bodywork for dents etc.
• Is responsible for the project vehicle documents and their good condition, keeping a vehicle log and recording monthly maintenance
• Calculates monthly petrol, oil and lubricant consumption for the daily cash fund and for forwarding monthly vouchers to cost accounting
• Reports need for service and carries out minor repairs
• Immediately reports all involvement of the project or office vehicle in accidents, including minor accidents, damage, loss or theft of vehicle fittings
• Make sure all necessary documents are present in the vehicle (insurance sticker, annual inspection sticker, etc)
• Keep her/his driving license valid and ready for inspection
• Wear a seatbelt and ensuring that the passengers also wear a seatbelt at all times when the vehicle is in motion
• Park vehicles in safe and secure areas during working hours, non-working hours and during the night.

Job Requirements

Qualifications and Professional experience

• Secondary school education
• Possession of a valid 3rd grade driving license and above
• Holds a valid driver’s license
• At least 5 years’ work experience as a driver with references
• No major accidents in the past 3 years
• Good knowledge of English, Amharic and ideally a knowledge of German,
• Discipline and punctuality
• Resilience and patience
• Excellent interpersonal skills
• Familiarity with Addis Ababa and surroundings,
• Appropriate appearance and attire (friendly manner with all passengers)
• Always Ensures unrestricted availability of vehicles and reports restrictions immediately
• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

 Professional experience

• At least 5 years’ work experience as a driver with references
• No major accidents in the past 3 years

Other duties and additional tasks

• Assists other colleagues as needed in the project and if there is no travel pending, carries out other office work on request
• Undertake further job training related to his position and duties, if required
• Assist in and/or carries out other activities and any tasks as assigned.
