Overview 

USAID's Office of Transition Initiatives (USAID/OTI) Ethiopia Support Program (ESP) aims to deliver fast and adaptable support that helps Ethiopians advance democratic reforms and promotes citizen engagement in governance processes. Dexis Consulting Group (Dexis) is USAID/OTI’s implementing partner in providing this assistance.

Dexis provides the personnel, systems, and technical capacity needed to ensure that ESP is operational, able to develop grants, and active in activity implementation. Dexis’ Field Team brings the relevant field experience, and operations savvy necessary to quickly research, identify, and develop grants for activities with local organizations.

Dexis is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to support a project with USAID’s Office of Transition Initiatives (OTI) in Ethiopia. The MEL Specialist will provide MEL support to the project and report to the MEL Manager (MELM). This is a full-time position based in Addis Ababa, Ethiopia. 

Responsibilities  

  • Leads on the drafting and implementation of the monitoring, evaluation, and learning (MEL) plans for all national grants in coordination with program development officers and MEL Manager; documents progress towards indicators and collects qualitative and quantitative data on activity outcomes 
  • In partnership with program development officers, drafts grant evaluations to identify lessons learned and support the creation of program-wide feedback loops
  • Coordinates data collection efforts with partner organizations and ESP team members to ensure accurate and timely reporting
  • Collaborates with other members of the MEL team to identify emerging lessons from groups of activities that can inform future program development
  • Supports program learning meetings to foster a learning culture within the program and works with partners to provide technical support for partner reporting and MEL activities
  • Contributes to idea development and partakes in other programmatic conversations as key member of grants management unit by feeding lessons learned and best practices into program-wide discussions

Reporting 

This position will report to MEL Manager or his designee. 

Job Requirements

  • Bachelor’s degree or equivalent university degree in a relevant field
  • At least two years of experience conducting data analysis, reporting, research, or evaluation activities
  • Experience working in environments experiencing political transition or experience on democracy and governance programming
  • Fluency in written and spoken English and Amharic. Other local languages are a plus, but not required
  • Strong written and oral communication skills and interpersonal skills 
  • Familiarity with USAID objectives approaches and operations, particularly as they relate to monitoring and evaluation
  • Proficiency with software such as Microsoft Word, Excel, and Outlook; familiarity with statistical software
  • Familiarity with complexity-aware monitoring methods
