Summary Scope of Work

The Monitoring, Evaluation and Learning (MEL) Advisor will provide technical leadership and management oversight for monitoring, evaluation, and learning (MEL) activities for the USAID Health Workforce Improvement Program (HWIP) implemented by Jhpiego in Ethiopia. The Project aims to build a more capable, well-managed and motivated workforce by addressing critical human resource challenges in Ethiopia’s health sector. The Project will operate over a five-year period. 

The MEL Advisor will provide technical leadership for systematic collection, analysis, synthesis, use and communication of data and learning to inform project and health sector stakeholder decision-making at project intervention institutions. 

S/he is expected to promote coordination, collaboration, continuous learning, and adaptive management across project result areas and consortium partners. The MEL Advisor will work with the rest of MEL and research team, program office and other technical advisors to produce data-driven analyses and products to inform activity design and implementation; maintain a performance management system; support data calls and reporting requirements that demand rapid assimilation and synthesis of various data points; and design disseminations and learning events to facilitate collaboration, learning, and adaptation. 

The MEL Advisor will work closely with the Ministry of Health (MOH), Ministry of Science and Higher Education (MOSHE), RHBs, EPHI, Higher Education Relevance and Quality Agency (HERQA), Higher Education Strategic Center (HESC), health teaching institutions, professional associations and other stakeholders to build their capacity to generate evidence and use HRIS and other health workforce data for decision making, including providing leadership for establishing and/or strengthening structures that will facilitate systematic collaboration, continuous learning, and adaptive management (CLA).

Specific Duties and responsibilities

Leadership and Program Management

  • Lead the development and management of systems to efficiently track, analyze, visualize, use and disseminate performance and context monitoring data;
  • Regularly collect, collate, analyze and report project’s key performance indicators (KPIs) data in an informative way to facilitate learning and timely decision making
  • Lead results reporting to USAID by providing written documentation on MEL activities and indicator results for progress and annual reports, as appropriate;
  • Collaboratively develop, refine, and implement a robust learning agenda/framework for continuous learning, collaborating, and adapting
  • Lead program learning agendas implementation including with the development of concept note, data collection instruments, analysis and program learning document preparation
  • Lead quarterly performance review meetings to foster data use culture for improved project results
  • Provide technical support to project’s CLA activities including organizing pause and reflect sessions with project staff and external stakeholders
  • Ensure CLA is integrated and used in all project implementation area, document and share learnings to support adaptive management
  • Build capacity of project staff, government counterparts, and other stakeholders in CLA methods, knowledge management, actionable learning, and adaptive management approaches
  • Coordinate knowledge capture, sharing, and strategic learning to encourage the speed and scale of innovation across the mission’s programming
  • Support annual assessments at each RHB and teaching institution to review quality indicators, verify data, assess M&E system, and guide implementation
  • Ensure project’s activity tracking dashboard is updated regularly and meet project management needs/requirements
  • Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system, enter training data into USAID’s teams site and DIS (Development Information Solution)
  • Participate in implementation research proposal development and conduct targeted assessments, evaluations and implementation research, ensuring compliance with Government of Ethiopia and Johns Hopkins University institutional review board policies
  • Cultivate strategic MEL relationships and alliances with other USAID projects and represent MEL activities in public and professional circles through meetings, conferences, and presentations
  • Disseminate project achievements and other implementation research findings to stakeholders
  • Train and mentor project staff and sub partners in MEL methods, tools, and systems;
  • Promote forums to facilitate collaboration, learning and adaptation
  • Support the development of quarter and annual progress reports and work plan development
  • Participate with knowledge management tasks in collaboration with program office 

Business Development

  • Identify potential opportunities for new business and new or leveraged funding sources;
  • Participate in proposal development activities

Job Requirements

Required Skills & Abilities:                                               

  • Liaise with Jhpiego, USAID and partners’ technical experts to ensure that MEL strategies and interventions are technically sound and evidence-based
  • Ensure programmatic successes, challenges and lessons learned are documented systematically for internal use and external audiences.
  • Promote an organizational learning culture across Jhpiego and other HWIP implementing partners and ensure the sharing of such knowledge across the program; and
  • Support dissemination program learning through technical reports, conference abstracts, and peer-reviewed publications

Required qualifications and competencies:

  •  Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience
  • Six to seven years of work experience in CLA and M&E, monitoring and evaluating on large, multi-year international health sector development projects (approximately $5 -10M per year)
  • Proven capacity to communicate data in accessible and engaging ways – experience in innovative visualization of results an advantage
  • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, human resource and health management information systems, reporting, data quality assessments, data analysis and visual data presentation; and publication in peer reviewed journals
  • Proven experience managing and operating digital platforms, including HRIS
  • Demonstrated strong capacity building experience, management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
  • CLA and M&E experience in human resource for health is preferable
  • Familiarity with Ethiopia’s health management information system and other national M&E systems
  • Excellent skills in facilitation, team building, and coordination
  • Strong technical skills, including ability to design a web based online data collection system (e.g. REDCap, CommCare), process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, R
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Excellent verbal, written interpersonal and presentation skills in English and Amharic
