Junior Project Advisor

Energising Development (EnDev) is a global multi-donor partnership program implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services in 20 countries worldwide.

In Ethiopia, EnDev cooperates closely with the Ministry of Water and Energy (MoWE) in providing access to modern energy services to Ethiopian households, social institutions and SMEs through market development for solar PV, mini-grid, hydro and energy efficient cook stoves. In line with its work on productive use of solar energy (PUE), EnDev Ethiopia implements a project on sustainable energy for smallholder farmers. The focus will be on developing and implementing sustainable innovative PUE business cases in the horticulture and dairy value chain in Ethiopia. The project looks at three PUE technologies solar cooling, solar drying and solar irrigation. The business case pilots are companied by capacity building and awareness raising measures to capacitate the beneficiaries and promote PUE technologies along the value chains.

For smallholders, the lack of access to modern energy sources for productive use is a main limitation to development and improved livelihoods. Energy related costs often represent one of the highest agribusiness operating costs. Some renewable energy technologies have been developed already, however, very few can be called “accessible” to smallholder farmers to date due to high investment costs. A major reason for this situation is the lack of scalable, innovative business cases which ensure that already available PUE technologies and services reach smallholder farmers and local agribusiness enterprises.

Contract duration:  Until December 31, 2022 (with the possibility of extension)    

Responsibilities

As the Junior Project Advisor you play a supporting role to the Project coordinator and the whole project team. Your overall responsibilities are the support in planning, organizing and implementing the various project activities and play an active role in project management and coordination.

Tasks

Planning and implementation of project activities

  • Supports planning, organizing and implementing project activities
  • Contributes to the development and continuous update of the project operational plan, consolidating all relevant information
  • Support in the preparation of tender documents and supporting tender processes for the procurement of goods and services.
  • Coordinate, manage and guide (external) service providers, suppliers and recipients of grants/local subsidies
  • Follows up on deliverables and supports monitoring the quality of outcomes
  • Supports continuous research and monitoring tasks which are required for planning and the implementation of activities with a focus on the promotion and piloting of the relevant PUE technologies and relevant agricultural value chains
  • Regularly consults with the GIZ Office on contracts/agreements related to project activities

Communication and knowledge management

  • Support of knowledge management in relevant internal and external networks, development of knowledge products
  • Supporting cross-country exchange with projects in Kenya & Uganda within the Innovation and learning framework
  • Support in communication work (flyers, information brochures, position papers, etc.)

Monitoring, Reporting and documentation

  • Provides input to reports and the M&E system of the project
  • Assists the M&E responsible by sharing information, regularly reporting on results, and documentation of lessons learnt.
  • Supports producing project briefs, reports, concept notes and presentations
  • Organizes and updates project documentation (physical and web-based) and the filing systems

Other Duties/Additional Tasks

  • Assists the project with administrative, organizational and management issues
  • Coordinating the involvement of relevant stakeholders in the off-grid and agricultural sectors.
  • Responsible for timely routine reporting for the project activities
  • Ensure close collaboration with SNV and RVO during implementation
  • Prepare and provide relevant updates to the wider project team
  • Preparation and organization of events, workshops etc.
  • Comply with procedures within GIZ, such as tenders, contracts with third parties, site visit
  • Carries out other tasks at the request of the superior

Job Requirements

Qualifications

  • Bachelor’s degree in development studies, business administration, management, business development or related field)

Professional experience and competencies

  • Initial professional experience in this area of min. 2 years
  • Work experience in development cooperation is an added advantage

Other knowledge, additional competencies

  • Excellent knowledge of English; communication and presentations skills, both spoken and written
  • Fluency in Amharic required; knowledge of other local languages is a plus
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications
  • Computer literacy with excellent knowledge of MS Office (especially Word, Excel, PowerPoint, MS Teams)
  • Strong organizational and multi-tasking skills
  • Initial experience with project administration, management and procurement is a plus
  • Able to work independently and perform well under pressure (i.e. handling significant problems and tasks which come up simultaneously and/or unexpectedly); Attention to details even under pressure
  • Time management skills with the ability to meet deadlines
  • Strong interpersonal skills and team spirit; Good communication and interpersonal skills capable of maintaining strong relationships
  • Proactive and highly motivated to work in a multicultural and inter-disciplinary team.
  • Innovative and creative thinking is an added advantage
  • Willingness to travel across the country
  • Ability to handle confidential information, using good judgement and discernment
