Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

We are looking for an Evidence Advisor, who will supports the implementation of the Digital Health Activity (DHA) with evidence from routine and non-routine data. S/he prepares study protocols, seeks ethical clearance, oversees field implementation of studies, conducts analysis of data, and supports the writing and dissemination of study findings. The advisor is responsible for production of quality evidence and ensuring use of evidence for decision making. S/he liaises with different DHA work streams and the ministry of Health to understand learning agendas and ensures the timely implementation of planned studies.

Major responsibilities:

Specific responsibilities of the Evidence Advisor will include, but is not limited to the following:

  • Prepare annual costed plan for research activities for DHA.
  • Develop concept notes and proposals.
  • Conduct literature reviews and produce synthesized evidence (systematic reviews and meta-analysis).
  • Seek ethical clearance from JSI and local Institutional Review Board (IRB).
  • Prepare and conduct rapid surveys to meet DHA evidence needs.
  • Assist in the documentation of program lessons and experiences.
  • Build the capacity of staff on evidence generation and use.
  • Conduct literature reviews for studies within DHA Ethiopia.
  • Oversee whether the implementation of studies is in accordance with agreed protocols and ethical standards.
  • Ensure study recruitment and informed consent procedures are implemented according to the protocol.
  • Follow IRB rules and regulations, provide updates as required to IRBs.
  • Ensure the quality of data collection, prepare analysis plan and conduct analysis, as appropriate for DHA data.
  • Manage and provide responses to project-related correspondences.
  • Liaise with global level research teams and provide timely updates.
  • Attend meetings.
  • Participate and organize result dissemination workshops.
  • Manage documentation of data, storage, transfer/sharing according to study protocols.
  • Protect the privacy of study subjects and ensure the confidentiality of study-related documents throughout studies.
  • Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's policies on fraud management.
  • Perform other duties as assigned.

Job Requirements

Qualifications & competencies:

Master Degree in public health or social sciences with at least 10 years of experience in research.

  • IT background is a plus.
  • Evidence of at least two prior publications as a lead author.
  • Experience working or supporting Ethiopia’s information revolution agenda.
  • Experience working on digital health information management tools.
  • Experience in providing training for data collectors including health professionals.
  • Must be able to work independently while being a strong team player
  • Demonstrated ability to communicate, assume leadership, and make rational decisions
  • English and Amharic written and verbal communication skills. Knowledge of other local languages is a plus
  • Ability to perform multiple tasks and adhere to deadlines
  • Excellent data analysis skill to ensure data cleaning and other related issues
