Employee Position Summary

This position is more of a technical position in IMC Ethiopia country office, and the position holder will work under the direction supervision and support of the health program coordinator at CO. The position holder is responsible to facilitate and coordinate the planning, implementation and evaluation processes of emergency response intervention of International Medical Corps designed in the emergency response project sites. He/she also participate reporting, facilitate procurement and monitor project budget. S/He will be responsible for the integrated emergency health programs intervention in the project area.

Essential Job Duties and responsibilities/Scope of Work:

Support for Program Development

  • Regularly assess new developments and needs in project areas during field visits including new gaps and potential areas of intervention in public health emergency program including disease surveillance, MHNT services and outbreak response.
  • o Assist the health program coordinator in identifying potential areas for new projects on integrated emergency preparedness and response intervention and response and to prepare concept notes and project proposals.

Program Implementation, logistics and budget management

  • Ensure that the project interventions are appropriately integrated at all levels. Regional, zonal, woreda and in the primary health care unit.
  • Ensure International Medical Corps Public Health, Emergency intervention standards and protocols are met the national policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.
  • Work with Program team for every emergency response program communication for receiving technical support and guidance during the planning, implementation, monitoring and evaluation of project activities in the project areas from the inception to the close out stages.
  • As a technical focal person for the emergency response of project sites work with the field health team to provide support on program, reporting, budget and logistic issues.
  • Support in strengthening rapid response team to enable collect, compile, analyse and interpret surveillance reports to use for decision making and action and also provision of feedback. 
  • Help in staff recruitment, training, performance monitoring and ensure that standards and protocols are adhered and implemented.
  • Review program budget versus implementation and ensure proper utilization of budget and provide feedback based on the monthly financial report for the field team.
  • Ensure all logistic issues request for procurement at the CO and field on time and follow up on the procurement process and early dispatch to the intended sites.
  • Ensure all trainings are provided with standard training manuals.
  • Prepare the necessary standard data collection tools for undertaking periodic assessment of all programs at the zonal and woreda level and compile, analyse and reporting of the status and findings.
  • Ensure smooth phase out in each project areas during project phase out period. 

Reporting and M/E

  • Receive periodic reports from field and provide project updates and regular reports.
  • Collect monthly reports from field offices, review and provide feedback of reports.
  • Compile and share basic 4W &5W matrix report and submit periodically to the health cluster.
  • Assist the emergency response coordinator to compile the field-based reports and prepare high level regular reports and updates.
  • Support the field-based team to establish strong reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.
  • Work with the grant and report team for all grant and reporting issues.

Representation

  • Represent the organization in any meeting focusing on emergency health response at WHO health cluster, EPHI, EOC and at regional level as per need.

Additional Tasks:

  • Collaborate with other actors working in the target community
  • Be flexible and be able to give assistance with different activities not included in this primary job description.
  • Implement other integrated emergency response related activities as per direction from immediate supervisor.

Job Requirements

  • Master's Degree in Epidemiology or MPH with health background.
  • Five years relevant and practical work experience.
  • Experience in emergency nutrition program management and implementation.
  • Experience on emergency health response through MHNT and/or surge team support.
  • Experience in PHEM, disease surveillance, early warning, disease outbreak management, preparation of emergency preparedness and response plan and support for RRT at all levels.
  • Excellent training experience and skills, including on the job and formal training
  • Ability to work with a broad spectrum of people from different cultural backgrounds
  • Excellent communication skills
  • Must be able to write technical reports in English and meet reporting deadlines
  • Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources
