Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repositories at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

We are looking for a Senior Lead Technical Advisor – Programs who will be responsible for the strategic and technical leadership and coordination of DHA’s interventions to support different program areas. S/he will lead and collaborate on the design and implementation of program responsive data use and digital health interventions that targets improved service delivery decisions across programs, including but not limited to HIV, TB, Malaria, PHEM, Vaccine, Supply chain, and Regulatory. 

Responsibilities:

Specific responsibilities of the Senior Lead Technical Advisor - Programs will include, but not limited to the following:

  • Ensure alignment and coordination between health programs and DHA’s digitization, data use, and governance and capacity building interventions.
  • Coordinate work across different DHA teams in designing, planning, and implementing health program support interventions of the Activity.
  • Work closely with the data use team to improve data analytics and information use capacity of health workers and experts in various health program areas.
  • Support efforts to design high impact, evidence-based, and context responsive digital health and data use interventions targeting improvements in the performance of different health programs.
  • Enhance DHA’s engagement in various health program Technical Working Groups and other relevant platforms and coordinate follow-up actions within DHA to build and maintain these relationships.
  • Provide thought leadership in contextualizing program needs into the digital health development and prioritization efforts. 
  • Support development of concept notes and proposals for programs support related activities.
  • Provide timely and evidence-based advice and support to field teams in relation to improving the quality and use of information in various health programs.
  • Work very closely with the SI team to support the timely submission of quality reports for USAID and PEPFAR regarding DHA’s support for various health program areas.
  • Supervising and guiding a team of technical staff leading DHA’s support for health programs (TB, Malaria, HIV, PHEM, Vaccine, Supply chain, and Regulatory)t national level.
  • Any other responsibilities, as assigned.

Job Requirements

Qualifications:

  • Medical/ public health degree or in any other related field and advanced degree (Masters or above) in public health.
  • Experience in managerial, leadership and advisory role with advanced understanding of the Ethiopian health programs.
  • At least 10 years of experience supporting health programs.
  • Previous experience with USAID and other similar donor organizations, specifically in Ethiopia is a plus.
  • Previous experience working with Government of Ethiopia stakeholders, specifically the FMOH is desirable.
  • Demonstrated ability to work effectively as part of a team and strong interpersonal skills are essential
  • Have hands-on experience in health information management system design and strong analytical and presentation skills
  • Ability to take initiative and work under minimal supervision.=
  • Excellent oral and written communication and presentation skills in Amharic and English required.=
