Background
The Displacement Tracking Matrix (DTM) is a system to track and monitor population mobility. It is designed to regularly capture, process, and disseminate various layers of information to provide a better understanding of the evolving needs of a displaced population, on site or en route. Since 2012, the International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa works with the Government of Ethiopia and Humanitarian Partners to conduct internal displacement and returned IDP monitoring in multiple regions (Afar, Amhara, Dire Dawa, Gambella, Benishangul Gumuz, Hareri, Oromia, Tigray, SNNPR, Somali and Sidama) of Ethiopia.
Under the general supervision of the Head of Unit and the direct supervision of the DTM Senior Mobility Tracking Assistant, the DTM Operations Assistant will be responsible for the following activities, according to the procedures and training provided by IOM:
Core Functions / Responsibilities:
- Support the implementation of displacement tracking matrix (DTM) tools, by ensuring that all documents such as the round assessment operational plans operational cost plans and Purchase Requisition Forms (PRFs) are prepared in a timely manner.
- Closely liaise with the DTM field project Assistants (FPAs), Procurement, HR, Finance, and IT units within IOM to ensure that data collection activities operate smoothly. This includes but is not limited to following up on the deployment of vehicles, enumerator salaries, payment of partners and so on.
- Ensure the quality of the data collected by providing inputs to improve the assessment forms and mobility tracking operations in general.
- Support data cleaning where needed. This includes the cleaning of assessment data collected from IDPs and returning IDPs, as well as operational data such as compiling lists of inaccessible IDP sites and villages.
- Compile and disseminate the materials/items required by the DTM Field Project Assistant (FPAs) like IT equipment (tablets and power banks) and visibility items, based on guidance from the Senior Mobility Tracking Assistant.
- Facilitate internal and external workshops and meetings in coordination with EPC Admin colleagues for round assessment debriefings and workshops for partners.
- Perform other duties as they might be assigned.
Job Requirements
Educational Qualification
- A minimum of Bachelor's Degree in IT, Information Management System, Statistics and social science (Geography) or related fields and 4 years of relevant professional experience is required.
Experience
- At least four/six years of relevant work experience for Degree and Diploma holders respectively.
- Experience in handling administrative and operational issues, including liaising with field staff.
- Knowledge and experience in humanitarian emergencies
- Experience with International Organizations, INGO is an advantage
- Must be an Ethiopian national
Languages
- Thorough knowledge of spoken and written English and Amharic is required
- Knowledge of other local languages is an advantage
