Job Description

The job holder for this post is required to work as team member of the Samara & Semera Field office management team. Supervises the work of field finance department with regards to accounting methods, ensures internal financial controls are implemented, responsible for timely reporting to Country office on cash flow, payroll rosters, monthly financial reports and maintaining all financial and administrative records according to accounting standards and IMC practices.

Specific responsibilities include, but are not limited to:

Accounting and Finance Management

  • Supervise and ensure that the day-to-day accounting operations and financial management functions in Afar field offices are performed in accordance with internal policy and procedures
  • Review procurement transactions to ensure adequate supporting documentation, accuracy of coding, allocation, amounts and control over payments
  • Ensure the maintenance of accurate records of financial transactions in the field office in order to monitor financial status of all project activities
  • Oversee the management of the Asayita and Berhale finance team to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports
  • Responsible for the monthly cash forecast and submission of the fund request from head office
  • Make sure banks and cash are monitored in a daily basis by respective field finance team
  • Assist in the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
  • Maintain the system of accounts ensuring all accounting data are updated, reconciled and fully supported. Specifically, ensure timely data entry of financial data in to CostPoint on a daily basis, monthly bank and cash reconciliations and weekly data entry report to the country office finance managers
  • Recommend and oversee training of the field office finance staff and provide technical support to program and logistics staff as needed.
  • Prepare, present & facilitate review of actual vs budget expenditures with Program Coordinator and Program Managers during pipeline meetings
  • Ensure compliance with internal and donor regulations and procedures; establishing Finance and supporting function policies, systems and procedures, and directing or performing their development,
  • Interface with government and relevant agencies to ensure compliance with varying government regulations when necessary

Administration and Human resources

  • Supervise the Human Resources and Administration function of the field office to ensure that advice and support are provided to field office of HR & Admin procedure
  • Coordinate any training related to organizational procedures, policies and follow up with field office program team on the mandatory training competition;
  • Manage field office HR and Admin related issues in consultation with the HR & Admin officer and country office Head office HR department;
  • Provide training to the all field office staff as required 

Training/ Capacity Building

  • Train national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs, advocate and plan for professional development for national staff

Working Relationships

  • Maintain frequent communication with Finance Manager at the head office to ensure Finance activities and objectives are communicated
  • Work with program and Logistics staff to ensure the coordination of programs are within budgeted targets

Job Requirements

  • Bachelor Degree in Finance &Accounting, or relevant field.
  • Minimum 6 years’ experience directly related to financial management or accountancy, preferably with an international organization (NGO)
  • Previous experience in staff supervision and managerial positions
  • Active knowledge of English language writing and speaking
  • Proficiency in financial Accounting software, like Cost Point, Sun System & MS Excel and MS Word as well as good grasp on Internet and email communication.
  • Ability to work independently and under tight deadlines.
