Job Description

Monitoring Evaluation Learning and Accountability (MEAL) Manager is responsible for assuring that the quality of the regular monitoring and evaluation tools is up to the donor standards and conducting on-site monitoring in the project locations on regular basics.

He/she is responsible for the overall monitoring design to be harmonized, S/he is in charge of facilitating and leading of the M&E project technical working group: organizing and facilitating regular meetings, compiling notes from the meetings, assuring that the activities and tasks are delivered as per the outlined time frame.

MEAL Manager makes sure that the tools used and processes set up are in line with PIN standards and requirements and s/he is a part of PIN existing MEAL team/structure (e.g. attends the monthly planning and review sessions). Together with the PIN M&E Unit, MEAL Manager regularly up-dates the existing tools and actively contributes to the development of any new required tools (like Community Assessment tool or/and other Monitoring tools).

MEAL Manager is responsible for all M&E related expected outputs being delivered in time. S/he works closely PIN M&E Unit to assure that all such outputs are embedded in the project design and strategies, as well as that they are in line with the overall set up of the cooperation and coordination within the overall project structure.

MEAL Manager provides an on-going support and guidance to M&E officers involved in the project (from PIN and partner organizations) to assure the overall M&E strategy is well adopted.

S/he works closely with project External Evaluation team and provides any necessary support and guidance. S/he provides strategic overview of the implementation of the M&E tools in frame of high-level meetings (such as the one of Project Steering Committee) of People in Need (PIN).

S/he is in regular communication with partner´s M&E staff. S/he also ensures integration with other organizational systems and gains benefits from external best practice; and strengthens the monitoring, evaluation and research network in the organization, contributing to the same.

MEAL Manageris working closely with PIN´s Safeguarding and Feedback and Response Mechanisms Officer to support effective implementation of the PIN key policies, e. g. Code of Conduct, Conflict of Interest, Child Protection and Safeguarding Policy to be able to identify and mitigate safeguarding risks and ensure that safeguarding measures are solid.

Monitoring Evaluation Learning and Accountability (MEAL) Manager specific tasks are:   

  • M&E quality management
  • Ensure Project M&E planning, monitoring and evaluation processes meet the donor/ sector standards and comply with external requirements
  • Maintain consistency in monitoring and evaluation processes across all project activities implemented by the four partners in four regions of Ethiopia, conducting regular visits to the four targeted regions
  • Participate in monitoring and evaluation tools and designs development, e.g. creating monitoring and evaluation frameworks / selection of relevant indicators for the individual activities, in coordination with IPC and Education advisors, to be used for tracking the progress, using the existing project strategies
  • Using data across the project to monitor the quality and overall impact of the interventions in the four targeted regions of Ethiopia
  • Prepares data from implementation for IPC when require
  • M&E planning
  • In close collaboration with External Evaluator and PIN M&E Unit prepare project M&E plan for various surveys and research activities, and evaluations to be undertaken
  • Ensure collaboration with partners and gather their inputs and feedback on regular bases (through M&E Working group meetings / communication and other channels)
  • Prepare and maintain monitoring plan for the given project, keeps the written evidence from conducted monitoring, its findings and action points and share those with PIN M&E Unit and partners
  • Provide technical support to the partners during project M&E planning, including guidance on developing the indicators and measuring results, development of M&E tools and methodologies for the overall project as well as individual outputs
  •  Implementation and reporting
  • Provide regular technical support in routine and results-based monitoring to the partners, including support in meaningful reporting on indicators, if required
  • Maintain regular communication with M&E officers from partners organizations to provide ongoing support and assistance
  • Lead the M&E technical Working Group on its ToR, incl. calling and facilitating regular meetings, taking notes from the meetings and preparing and sharing detailed time frame for the M&E related activities + up-dating the ToR, if needed
  • Participate in community outreach meetings to introduce project activities, targeting, FRM channels, if required
  • Participate in conducting surveys or other data collection activities (observations, FGDs), when required
  • Conduct independent monitoring of project activities as per the project M&E Strategy and Framework in the four regions of Ethiopia
  • Conduct data analysis or support project teams in data analysis and reporting
  • Analyze data across the project to see the impact on communities and project beneficiaries
  • Manage consultants and Research partners (especially External Evaluator) to ensure that commissioned researches and evaluations are carried out to the standard and successfully completed Provide technical support to the partners M&E officers in evaluations and other research activities, incl. engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan
  • Prepares / Examine the Evaluation / Research draft reports and finalizes based on the inputs from IPC
  • Accountability, dissemination and use of findings
  • Facilitate discussion on the most important findings and recommendations
  • Facilitate dissemination of M&E findings across the projects
  • Prepare data for M&E Coordinator for qualified decisions over the project strategies
  • Organizational learning and capacity building
  • Maintain overview of lessons learnt in M&E, promote good practices and identify ways to strengthen the planning, monitoring and evaluation processes within the project
  • Prepare presentation of the evaluation / other M&E activities findings for internal sharing and a brief fact sheet for external use
  • Ensure archiving of the M&E documents in Share Point / ELO
  • Maintain living inventory of evaluations / other research activities completed within the project / across the Consortium / four targeted regions, including summary of lessons learnt and the best practices
  • Identify M&E capacity development needs of the project staff, provide M&E training to project staff or organize external training
  • Dealing with Problems/Problem solution
  • Develop and implement new methodologies for improving the overall project M&E system
  • Identify weaknesses in monitoring and evaluation practice and develop targeted solutions alongside the identification and promotion of high-quality evaluation practice
  • Strongly cooperate with IPC on problem solutions
  • Regularly participate on project review sessions / other meetings and support project teams in finding solutions for implementation
  • Communications and Working Relationships
  • Collaborate with the other M&E teams and other relevant personnel (e.g. project and program managers) across the M&E framework development and practices when required
  • Proactively seek and promote best practice as part of monitoring, evaluation and program effectiveness practice  

Job Requirements

  • Minimum of Bachelor's Degree in Monitoring and Evaluation, Economics, Statistics, Development studies, Project management or other related fields of studies
  • Minimum of 3 years of relevant work experiences in the sector and on similar positions
  • Experience in Monitoring and Evaluation on developmental and Emergency Program preferable in NGO context is advantageous
  • Experience working with International donors
  • Good communication, time management, work under stress and deadlines, management and coordination skills
  • Experience in monitoring and evaluation tools development, assessments and research and supervision of baseline/end line surveys
  • Experience in data encoding, data analysis and report writing
  • Strong understanding of HAP, Do No Harm and other relevant global standards
  • Good analytical, team work, negotiation and influencing skills
  • Computer friendly (Word, power point, etc.) and also working knowledge of data management systems including analysis software (like Microsoft Excel)
  • Knowledge of spoken & written Amharic and English
  • 3 strong references (will be crosschecked/contacted)
