Job Summary:

Under the direct supervision of Area Coordinator, Senior Livelihood Project Officer is responsible for direct planning, organizing, and coordinating urban livelihood project activities in accordance to the procedures of the organization. The Senior Livelihood Project Officer has a role to plan, organize, directs and coordinates the overall project activities and carries out a range of consultative and advisory activities in the areas of community capacity building and networking, that would promote/encourage intervention. The Senior Livelihood Project Officer monitors progress and provide ongoing feedback to Area Coordinator or Program Coordinator for proposing adjustments in annual implementation plans according to emerging community needs and priorities.

Key Responsibilities:

The major responsibilities of the Senior Livelihood Project Officer will be to implement the urban livelihood project with special focus on the following key activities

  • Lead and implement the employment creation initiatives under the urban livelihood programme in collaboration with relevant stakeholders
  • Plan, coordinate, supervise, and control the activities of the project and appraise the performance of the project staff in a timely manner.
  • Participate actively in planning, designing, developing and implementing urban livelihood project interventions aimed at creating employment opportunities including monitoring and evaluation as well as cross-cutting issues are implemented at every stage of the project
  • Implement the establishment and strengthening of public private coordination mechanisms
  • Lead and facilitate the strengthening of value chain through improved capacities of and collaboration between MSEs, medium and large private companies and sectoral associations
  • Engage and facilitate in the establishment of coordination mechanisms between Islamic Relief and authorities at woreda and town level
  • Establish database for project participants and project indicators, prepare monthly/quarterly/annual progress reports based on standard formats for submission as appropriate
  • Follow up to ensure efficient use of resources based on Islamic Relief financial procedure
  • Serve as project primary focal person at the field for urban Youth and Women Economic Empowerment
  • Prepares and submits various project plans and reports required by Country Office, the Regional Government, the donor, and other stakeholders.
  • Ensure that all the program/ project components are executed in line with the terms and conditions of the agreement with the government and donor.
  • Lead planning, implementation, monitoring, and evaluation of the project at the field level to the required standard.
  • Ensures that all project-related payments are made as per the rules and regulations of the organization and donor requirements
  • Develops strategies that would increase the organizational and institutional capacity of the local community together with your subordinates.
  • Performs any other related duties of a permanent or temporary nature that may be assigned to him/her from time to time by the Program Manager, Area Coordinator, budget holder of the project, and other Country Office staff.
  • Familiarize himself/herself with IR missions, values, principles, and procedures and ensure that all project activities implemented in accordance with IR policies

Networking and Learning

  • Represent IR in dealing with regional line Bureaus, local governments, local community and other NGOs working in the area in relation to this project and
  • Network, maintain communication and share experience to ensure the efficiency and effectiveness of programme activities and promote best practices in urban programming
  • Establish and participate in cluster meetings related to urban programming as required
  • Network for learning and experience sharing with government sector office, Program Coordinator and Islamic Relief relevant departments to learn and inform on best practices, approaches, tools and methods of urban programming.
  • Interact professionally with staff, donors, or government officials.
  • Promote and encourage expertise sharing and close working relationship within the programmes in particular and the organization in general

Maintain good relationships with stakeholders at Kebele, district and Zonal levels

Job Requirements

  • Relevant academic degree (BA or MA) or further qualification in development, Economics, sociology, Business, Project Management, Urban livelihood and etc.
  • Minimum 6 years and above experience in similar role
  • Experience in NGO and value chain and livelihood
  • Experience of working with private sector in creating employment opportunities for TVET trainees
  • Strong facilitation/coordination skills
  • Experience with PCM and ability to meet deadlines
  • Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.)
  • Strong organizational and project management skills, and ability to deliver within tight deadlines
  • Excellent knowledge of spoken & written English.
  • Excellent knowledge of spoken & written Afaan Oromo is mandatory.
