Job Description
LWF World Service Ethiopia is a registered foreign charity which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Its thematic areas include promotion of food security and sustainable livelihood, sustainable natural resources management, emergency preparedness, response and rehabilitation, and capacity building. LWF World Service Ethiopia invites qualified candidates to apply for the following vacant positions:
Project/Duty Station: Somali Region, Awbere
Specific Duties and Responsibilities of the Position Holder
- Coordinate and supervise the overall administrative & operational activities of the projects at the work site and offices.
- Ensure that the management of the projects is functioning smoothly & effectively.
- Ensure that all LWF sectoral services are provided to the refugee community on time with the needed quantity and quality.
- Provide necessary technical inputs to ensure the proper implementation of project sectoral activities.
- Ensure that all community service activities are being carried out according to the plan.
- Administer & supervise the entire project personnel and such responsibilities include all managerial activities like hiring, suspending and taking or recommending disciplinary actions in accordance with the Labor Law, the guidelines of the Organization and the Collective Agreement.
- Prepare project proposals and submit to the relevant program staff upon request.
- Prepare monthly, quarterly, semi-annual, annual and terminal reports and submit to the Regional Coordinator on a timely manner
- Work in close cooperation and coordination with local authorities, UNHCR,
- Administration of Refugee and Returnee Affairs (ARRA), other implementing partners, the Refugee Central Committee (RCC) and host communities leaders.
- Attend regular camp & sector coordination meetings organized by the monitoring agencies representing LWF and forward decisions and issues of concern to the Program Officer.
- Prepare monthly work plan and check if all activities are implemented according to the plan and inform the Regional Coordinator any deviation for timely decision.
- Check bill of quantities and payment schedules for work carried out at the work sites and share the information with the Regional Coordinator before approving payments.
- Strictly adhere to the procurement guideline of the organization for any good/service procurement. In case of open tenders, share the outcomes of the tender to the respective unit at the Regional Coordinator Office and Head Office before awarding bids.
- Supervise the up-keeping and check monthly progress records of the work carried out by the labourers and project personnel.
- Build and facilitate team work among project staff.
- Supervise the effective use of vehicles, equipment & materials under the project use.
- Assure that vehicles shall not be used out of working hours except for project business and emergencies.
- Ensure the necessary office supplies and equipment's are always available.
- Conduct Management meetings every 7 days and submit the minutes to the Regional Coordinator and Addis-based Program Officer for Jigjiga.
- Control the budget and financial expenditures of the projects.
- Submit monthly financial and narrative reports with supporting documents to the relevant units at the Regional Coordination Office and Head Office.
- Schedule annual leave for the project staff and see to it that staff take their leaves on timely basis and submit leave status reports to the HR & Administration Unit and to the Regional Coordination Office on a monthly basis.
- Inform/report to the HR & Administration Unit on a regular basis on project’s legal matters.
- Submit annually to the HR & Administration Unit a performance evaluation report of every staff of the projects and file properly in personal files.
- Notify the Regional Coordinator for all movements outside of the project site.
- Adhere to all LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operational Manuals.
- Perform any other duties as may be assigned to him by the Regional Coordinator or his designate.
Job Requirements
Required Qualification:
- Bachelor's or Master's Degree in Sociology, Social Works, Community Development, Rural Development or related fields with working experience in WASH and livelihood Project Management.
Required Experience:
- Minimum of 5 years relevant work experience.
- Experience in coordinating a project having Water, Sanitation and Hygiene (WASH) and livelihood components.
- Experience of working with refugees, other vulnerable populations, humanitarian assistance, international relations or experience with an international organization in related fields is advantageous.
- Previous NGO Experience is advantageous
Additional Requirements:
- Excellent written and oral English language skills
- Strong project management skills
- Good skills in monitoring and reporting
- Energetic individual who is able to perform multitask of coordinating a project as well as leading water development component
Accountable to : Eastern Ethiopia Regional Projects Coordinator
Duration of Employment: For months but with high possibility of extension up on approval of agreement
