Number: 24 (6 for each Woreda)

Strengthen PSNP Institutions and Resilience (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II/RFSA Community Facilitators (CFs) directly report to the Lead Community Facilitators (LCFs). S/he will primarily lead and facilitate all SPIR II activities including community mobilization, training and other events in the targeted Kebeles or Clusters of Kebeles. The position holders are responsible to work and Partner with Kebele level Food Security Task Forces (FSTFs), Kebele Administration and Development Agents for beneficiary targeting, screening, grievance redressing and promoting community participation in Public Works (PWs). Community Facilitators closely work with Woreda and Zone level SPIR II Officers to make sure accurate and relevant community development information are captured for planning, implementation, monitoring and reporting.

1. Major Responsibilities

• Facilitate the establishment of VESA with agreeable internal regulation for better promotion of livelihood and other project activities;
• Facilitates community meetings and Community Action Plan (CAP) preparation with community participation on planning, implementation, monitoring and evaluation
• Facilitates and support kebele level assessments: gender analysis, labor market study, marketing/value chain assessments, etc
• Integrate the project activities: health, livelihood, DRR and other development activities to strengthen the holistic approach of the local community for better achievement
• Prepares annual action plan, breaking down into quarters and months for VESAs, submit to her/his supervisor and share for kebele level government staff (DAs and HEWs) for collaboration
• Arranges cross visits and conduct on site trainings for VESA members for experience sharing;
• Organize demonstration and awareness creation sessions on FTCs and Health centers to promote agricultural technologies/practices, nutrition and health through community mobilization participatory tools, such as dramas, roll plays, songs, etc.
• Supports/facilitates community involvement in annual innovation and knowledge fairs;
• Collects and record basic information, best practices, case studies, lessons learned and report to her/his supervisor;

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

• Required: Diploma in Agriculture and related fields.
• Desired: BA/BSc degree in Agriculture, Economics, Development Study, Sociology or other related fields.

 Work Experience: Related work experience of 5 years for Diploma and 3 years for BA/BSc holders.

 Technical Skills: 

• Knowledge of local language (Afan Oromo)
• Computer literacy (Ms Word and Excel)
• Motorbike license is very important
• Communication skill, good human relations, willingness to reside in rural areas at Kebele level
• Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development.
