About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others. 

Summary of position

Execute multiple tasks under the Compliance & Audit section including the archiving task. The overall purpose of the job is to ensure compliance with its legal and statutory obligations in respect of its implementing operations, in particular in relation to the organization and its donor's rules and regulation, and to ensure that the organization's risk and audit management processes are adequately and properly implemented.

The Compliance officer role’s purpose, engagement, and delivery are: 

Purpose (The substantive focus of the job encompassing scope, depth, and difficulty of work both conceptual and applied) 

Objective 1: Managing the organization risk and compliance association with financial documentation

  • Reconcile each proof of payment with transaction type and check the completeness of supporting documents of each transaction as per the standard compliance checklist.
  • Communicate field team in case of missed and inaccurate documents
  • Seek to ensure that field staff are regularly implementing the feedback provided
  • Produce a summarized report of missing and inaccurate supporting documents
  • Share the report to the Deputy Country Finance Manager: Compliance & Audit
  • Take actions based on the directions from Deputy Country Finance Manager: Compliance & Audit
  • Support on the identification of potential risks/ threats associated with the organization overall process and procedures
  • maintain risk register, set mitigation measure
  • Participate in staff training to ensure proper compliance with the organization's operational policies.
  • Review purchase contracts and other supporting documents to ensure safeguarding policies and procedures are being properly incorporated.
  • Seek and share local rules and regulations published by Agency for Civil Society Organization (ACSO), The Ministry of Finance and Economic Cooperation (MOFEC), and Ethiopian Revenue and Customs Authority (ERCA).

Objective 2: Pre-Procurement Compliance Check

  • Review pre-procurement supporting documents in LINK system or hardcopy for sensitive transactions with a significant amount
  • Report to Deputy Country Finance Manager: Compliance & Audit the findings
  • Take action as per the direction from Deputy Country Finance Manager: Compliance & Audit
  • Make sure the procurement process complies with the organization's procurement guidelines, donors’ guidelines, and in-country law requirements.
  • Make sure the recruitment process complies with the organization's recruitment manual, donors’ guidelines, and Ethiopian labor law.
  • Make sure the program implementation process complies with SoPs’, Activity Program Report (APR), etc. --

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Objective 3: Take Part in the Audit Process

  • Prepare transaction documents based on the sample selected
  • Conduct pre-audit review of sample documents
  • Report to the Deputy Country Finance Manager: Compliance & Audit in case of missing documents or missing information and take action as per the instruction from then
  • Provide support on the course of the audit 

Objective 4: Shared Tasks

  • Take part in the training sessions of the department as a mentor
  • Take part in the inductions for newly recruited staffs of finance and non-finance
  • Regular field visits to the bases to provide technical support
  • Support the team in universal tasks
  • Provide support in actions assigned by the Supervisor/Head of Department

Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

  • Present financial documents upon request from the finance team
  • Present financial documents to staff other than finance upon request and authorization from the Deputy Country Finance Manager: Compliance & Audit

 Supervisory Responsibilities

  • Manage the supervisee in a day-to-day assignment (developing action plan, follow up on assignments, managing challenges, etc.)
  • Ensure appraisal is done within the time frame
  • Provide technical and administrative support to the team members
  • Identify the gaps of team members and provide with the required training/capacity building

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

 Working Conditions, Travel, and Environment
