Job Description

Finnish Refugee Council (FRC) / Suomen Pakolaisapu (HERE) is an International non-governmental organization with Head Office in Helsinki; FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginning. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies. 

 Education forms the foundation of an equal society, and FRC´s activities place emphasis on capacity building for the most vulnerable members of societies as well as for community-based organizations, thus strengthening basic democratic structures. FRC has been registered and accorded legal personality with Registry Number 4184 on 11th of June 2019 as a Foreign Organization  

 The Scope and Purpose of the Position  

FRC implements projects in Functional Adult Literacy (FAL) in Gambella region, with special emphasis on inclusion of vulnerable groups; persons with disabilities (PWDs), women and youth, through specific activities and actions taken to ensure their access and participation in learning groups and literacy trainings. The organisation is looking to expand the course offering from literacy and numeracy to livelihoods and others in a growing number of locations. Therefore, we are looking for a dynamic, communicative and driven Field Office Coordinator/Team Leader to provide overall leadership and coordination for ensuring proper implementation of the activities and smooth running of FRC Field Office in Gambella. The responsibilities and activities of the Field Office Coordinator/Team Leader will be extensive and fluid, depending on the shifting needs of the organization, and are likely to include, but not be limited to, those listed below. 

 Duties and Responsibilities  

 50% Coordination and Programme Support 

  • Plan, organize, and implement project activities in line with the project plans and rationale, project and program targets and FRC’s values  
  • Lead and coordinate the team of Adult Education Field Officers through weekly and monthly work plans, in line with the project workplans and targets; 
  • Support Monitoring, Evaluation, Accountability and Learning (MEAL) plan implementation in the field locations and by providing needed information and data;  
  • Act as the Security Focal Point for FRC in the region: provide support and leadership to the Field Office Team with appropriate support and timely information about security situation, and provide timely security updates to Country Office Security Focal Points  
  • Attend and represent FRC in coordination, cluster and working group meetings at regional and camp levels as appropriate; 
  • Establish and maintain effective working relationships with UNHCR, RRS and key regional government partners and NGOs working in the Gambela Region and refugee camps; 
  • Report to the Program Manager for the overall field office management and project implementation and work  
  • Closely cooperate with the Country Office technical team (Education, MEAL, Protection etc) for successful and timely project implementation   
  • Provide direct technical support to FAL field officers for the implementation of project activities 

 50% General Management/Team Leader 

  • Lead the field team in Gambella: 
  • Support the HR and admin function, and staff time and leave management, including performance management of field team members under her/his supervision: setting performance objectives and conducting reviews as per FRC’s HR Manual 
  • Oversee and ensure proper implementation of finance, administrative, and HR policies and processes in the Field Office as a whole and support the Finance and Admin staff in the field and country office with appropriate information and documentation;  
  • Provide leadership and participate in establishing appropriate Field Office Committees for Procurement, Logistics, HR matters etc. 
  • In consultation with Programme Manager and Technical Team, contribute to monthly and quarterly work plans, and report writing
  • Ensure the optimum use of human, financial and material resources of the activities
  • Other related duties as required.

Location: Gambella, Ethiopia (refugee camps and host communities across Gambella region) 

Job Requirements

Professional Requirements:  

  • FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct. 

Education

  • Bachelor degree in Social Sciences, Project Management, or Education, Adult Education or related fields; 

Work experience and competencies:  

  • Minimum 6 years of relevant work experience, out of which at least 2 years with management responsibilities in humanitarian or development organizations, preferably in Gambella Region;
  • Familiarity with humanitarian principles;
  • Previous experience with International NGOs;
  • Knowledge and experience working in different tiers of the education sector
  • Take initiative and is goal oriented, demonstrates abilities to supervise staff
  • Good communication and writing skills, is adaptable, flexible and resourceful, able to adopt an organized and methodological approach, confident in carrying out tasks with minimal supervision 
  • Strong interpersonal and advocacy skills
  • Good team spirit and respect for diversity
  • Proficiency is Microsoft Office package
  • Good written and spoken English language skills

Desirable competencies

  • Training on Project Management; 
  • Master’s in development studies or equivalent; 
  • Familiarity with at least one of the most widely spoken languages in Gambella (e.g. Anuak, Nuer); 
  • Previous experiences in functional adult literacy and disability inclusive education programmes.
