ROLE PURPOSE:
The project Manager is principally responsible for providing day-to-day oversight about the program implementation both in the Economic Empowerment and Gender components, quality assurance and technical assistance for city/town/wereda and community level activities and the project’s coordination and partnership with the SHs & actors involved in youth livelihood improvement activities as well as with other local government partners. The jobholder will be primarily responsible to implement the program activities at city/town/wereda/community level and provides continues support and assists the program staff. S/he will also be responsible to support program planning and coordination in regional/wereda program activities and also ensures active involvement of communication with the Eth. CO TA’s, members, Donors, beneficiaries, communities and partners for smooth and successful implementation of program components as per approved program document; and government and donor requirements and standards. S/he will also be responsible to facilitate & execution of the existing Academy (YES) service activities to a sustainable social enterprise network. Under the mentorship, technical and administrative guidance of the Field Operations Manager s/he will work together with regional team to carry out the following activities.
SCOPE OF ROLE:
The job holder will be primarily responsible for ensuring the high quality of young women’s Leadership and Economic Empowerment Academies(LEEP) project Implementation as per the project document, overseeing the overall program activities, and effectively communicating and escalating issue in a timely and appropriate manner. Responsible for overall program management and implementation at Regional and wereda level; Manage and support LEEP Program staff in planning, coordination, implementation and supervision of project & community based activities and ensure active involvement and communication with communities and partners for smooth and successful implementation of program activities as per the approved program document; interact with relevant governmental offices at Regional and wereda level for adoption of new curriculum on skill training; and ensure the program implementation is in line with government and donor requirement and save the children standards. In addition, the job holder will be responsible to manage the program budget in line with SCI’s finance policy and field office requirement
Roles and Responsibilities
- Represent the project & the implementation of the LEEP program action plans of the target City/wereda/towns.
- Accountable and responsible to facilitate or create a detailed implementation plan (DIP) of the projects for the city/town/wereda
- Ensure program staff is deployed on respective target areas and training centers
- Ensure Program Coordinators (both Gender and Economic) engage in community mobilization, need identification, planning and effective implementation of program activities.
- Regularly visit field activities and provide formal and informal feedback to the project staff in terms of adequate and inadequate progress as well as recommendations for improved performance;
- Continuously assess project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to proposed adjustments when needed.
- Ensure the implementation of project activities in accordance with the DIP and with the aim of 100% achievements of project results and approved budget.
- Ensure feed backs are gathered from participants and beneficiaries on the Youth livelihood curriculum, leadership & economic empowerment of women’s and overall program activities for further improvement and possible actions.
- Establish Regional/ wereda/town level linkages and partnerships with private sectors, MFIs, GOs, NGOs, TTIs etc and maintain existing partnerships in wereda/town level.
- Work with Life Skills Trainers to plan activities on a quarterly and weekly basis;
- Ensure & Coordinate that gender issues are properly addressed during the process of the project planning and implementation in weredas;
- Provide technical backup along with close coaching and mentoring support to enable Life Skills & other women empowerment trainers to work effectively in the implementation woreda & kebele;
- Maintain and create good relationship and collaboration with government ministry offices in Regional/ wereda/town level.
- Coordinate & ensure that the YES centers are equipped and well informed to provide the necessary services and information to business starters and unemployed youths to find jobs.
- Ensure & work towards improved YES service delivery and make YES centers are green, attractive and women friendly.
- Coordinate, participate and contribute for program development and planning meetings
- Facilitate the involvement of volunteers from different sectors to support the program.
- Support ToR and procurement requests (PRs) for any program related purchase in consultation with the program staff.
- Ensure Regional/ wereda level program plans & reports are good quality, regularly updated and timely produced and communicated to all stakeholders.
- Organize periodic (Quarterly, BI-Annually) review meetings involving all relevant SHs (including project staff, support functions and partners) to assess all project management documents and evaluate if project is being implemented on time, achieving results and quality.
- Prepare budget forecasts and AIR Review regularly towards budget management
- Communicate effectively with program staff and partners to identify needs and develop alternatives business solutions.
- Coordinate & ensure team sprit develop among program staff at city/town/wereda level.
- Organize periodic meetings with program staff.
- Maintain program files and related program inputs are properly documented and available at safer places.
- Carry out other duties as requested by the Field Operations Manager.
Network Building
- Ensure proper implementation of identify young budding entrepreneurs and youth having potential to become entrepreneurs.
- To ensure the effectiveness of network of entrepreneurial young leaders.
- To ensure effective partnership and link the target groups with private companies and association, training entities and Micro Finance Institutions (MFIs)
- Identify Potential Economic Opportunities of the wereda.
- Build good networking with other YES services in the wereda & adopt best practices in the existing YES center at the city/town/wereda level.
- Establish and maintain formal and informal communication mechanisms with private sector, community partners and other stakeholders as relevant;Carry out other duties as requested by the program Programme coordinator
Minimum Qualification and Experience
MA or BA Degree preferable in social work, gender, rural development, business, commerce, Agriculture and related courses.
- 10 years of relevant progressive experience, out of which 6 years in Youth Livelihood program positions.
- Experience of working with youth livelihoods development programs in rural and urban setups.
- Excellent understanding of the culture of and ways of living of target operational Areas
- Good written and spoken English.
- Excellent communication and interpersonal skills with private sectors, communities, government structure, existing NGOs etc
- Good team player and open for new ideas and learning
- Experiences of working in INGOs, Communities at grass root level, local training institutes are advantageous.
- Knowledge of computer applications
- Good report writing skill, able to collect, document and share program records and information
- Ability and willingness to travel and work in rural areas where the program is implemented, within approved security frameworks
Desirable
- Extensive experience in Budget Management
- Work experience in facilitation, Coaching, partnership development, networking and supporting IGAs.
- Work experience in Gender and Sexual and Reproductive Health services for youth.
