Director of Programmes in Ethiopia

ZOA’s programme in Ethiopia

ZOA works in several regions in Ethiopia: Gambella Regional State (field office in Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge

The Director of Programmes (DoP) role is to lead, develop and manage the programme team to deliver the ZOA Ethiopia country strategy and annual plans through development, effective coordination, technical support and guidance by ensuring a cohesive team spirit and motivation to perform. The role is responsible for building and maintaining ZOA Ethiopia’s external stakeholders.

Your main tasks and responsibilities

Programme Planning, Management and Implementation

  • Provide leadership for the development of the strategic plans and budgets, with at least an annual review based on the context, needs and learning reviews;
  • Provide leadership for all programme team members to ensure the effective delivery of all objectives internally and externally;
  • Ensure that all team members take people centred approach in project design, fully embedding ZOA’s cross cutting areas of conflict sensitivity, gender and protection;
  • Ensure quality and timely delivery of all projects;
  • Ensure that ZOA’s project cycle management methodology is fully embedded and followed by all programme staff members.

Business development

  • Ensure quality, accurate and timely submission of donor, government and internal reports as per agreed standards and deadlines;
  • Ensure all projects are delivered in full compliance of approved project plans;
  • Ensure ZOA’s MEAL frameworks and tools are implemented to evaluate all projects.

Partnership and external representation

  • Support programme teams to strengthen our relationships and contribution in networks/fora in regional and technical areas;
  • Ensure follow up and delivery of agreed capacity building plans with partners.

Operations and finance

  • Accountable for the management of all ZOA projects and builds competence in programme teams to ensure all project managers are accountable for their individual project budgets;
  • Oversee the implementation and monitoring ZOA and donor policies ensuring full compliance;
  • Ensure the design and maintenance of an effective security management system at country programme level, in compliance with ZOA’s over-all security policy and procedures, and the monitoring of compliance to that system by staff and other relevant persons for whom the DoP holds security responsibility.

Leadership and management

  • Line management of five area managers and their teams.
  • Build a high performing program team ensuring implementation of ZOA’s approach to performance management;
  • Create an inclusive and empowering work environment enabling all staff to excel in their roles and inspiration innovation and retention;
  • Represents all programs in the country in the Country Management Team.

Your profile

Identity

  • The candidate is expected to fully support the vision, mission and Christian values of ZOA.

Knowledge & Experience:

  • University degree in a humanitarian, development or other relevant field;
  • Ten years field experience in a development country, preferably in a conflict/post-conflict setting;
  • Management experience;
  • Familiar with Project Cycle Management
  • Strong command of English, preferably knowledge of Amharic
