Job Description

Caritas Switzerland (CACH) is an international humanitarian organization which has been supporting various projects/programs in Ethiopia since 1974. CACH is registered by Charities and Societies Agency (License # 3676) according to the proclamation of the country with major focus in Climate, Income, Migration and humanitarian Aid.

Caritas Switzerland (CACH) is desirous to hire qualified consultancy firm on competitive basis in accordance with the terms and conditions illustrated in the Terms of Reference (ToR) prepared for this consultancy service.

The objective of the consultancy contains the implementation of a MTR for the EU funded project “Enhancing Job Opportunities and Employability for Youth and Women” in eight different woredas in two regions (Oromia and SNNP Region). This project is being carried out by a consortium of four international and national organizations: the lead applicant/ Grant Contract – Coordinator, Caritas Switzerland (CACH) and the co- beneficiaries and implementing partners the Ethiopian Catholic Church – Social Development Commission (ECC-SDCO), Volontariato Internazionale per lo Sviluppo (VIS) and VITA/RTI Ireland. The general objective is to collect all necessary data as per the logical framework and MTR principles and to conduct MTR and situational analysis with focus on collecting secondary and primary data from concerned sector offices, target group (focus on women, youth, IDPs, returnees, hosts, and government stakeholders), One-stop job centres (OSJC), educational institutions including A/TVET, private sectors, and others that are relevant to this project.

The objective of the MTR is is to review the implementation of the EnJOY project since its inception. By collecting data and desk review existing baseline, OSJC, TVET and Other preliminary assessments and reports. The mid-term review is geared towards promoting project performance improvement, accountability, learning and evidence-based decision making and management. In particular, the review will assess results achieved to date in comparison with the performance indicators outlined in the project Monitoring, Evaluation and Learning framework. It will also draw lessons and make recommendations for enhancing project implementation and performance.  

Accordingly, it is essential that the Team conducting MTR have in-depth knowledge of both EU requirements, The MTR must take into consideration EU requirements and should have proven experience in conducting such surveys. The MTR team will conduct a thorough review of EnJOY to complete its specific objectives among others in this ToR:

  • To review progress and to assess the achievements of EnJOY project in the midst of the project implementation period and critically assess the effectiveness of the implementation procedures, approaches and modalities, as well as integration, coordination issues; 
  • To develop a more realistic plan of actions by assessing current progress against activities and outputs, and devising effective implementation approaches, and thus to ensure achievement of project objectives within the remaining period of the project. 
  • To draw important lessons for how EnJOY project can be improved during the rest of its implementation for more positive impacts. 
  • To review if new and complementary activities might be included in the remaining period of the project. 
  • To Review indicators and program approach and design 

Job Requirements

The successful national bidder for this MTR contract will have an extensive experience and track record of carrying out studies of this kind in Ethiopia. The bidder will take the lead in the design, execution and quality control of the assessment, but will have CACH as partner who will be involved in all aspects of the activities. For the implementation and control of the assessment work, the bidder will engage the necessary national personnel that meets or exceeds the following requirements:

Firm, Team of consultants or team that are proposing by the institution should have the following competencies and/or experience:  

  • The applicant must be a legally registered national consulting firm 
  • Prior experience of at least 6 years in evaluating projects of a similar nature and scope
  • The firm should have personnel at least a master’s degree in M&E, Economic, Labor Market, Project Management and related fields
  • Experience in conducting mid-term reviews or end of project evaluations for EU funded projects including demonstrated experience in evaluation report writing in accordance with EU evaluation requirements.  
  • The Team leader will have expertise in one of the technical areas listed above as well as expertise and demonstrated experience in designing evaluation methodology and data collection tools and demonstrated experience in leading similar reviews/evaluations
  • Experience in the geographic areas of project implementation 
  • The role of the Team leader will be defining the approach and methodology, guiding and managing the review team, leading the mid-term review mission, drafting and revising, as required, the MTR reports and debriefing and presenting the findings
  • Excellent English communication skills
