GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

General Description of the Role:
The Deputy Grants Manager will assist the Grants Manager in developing proposals and writing and reviewing government proposal & agreements as well as government reports, along with any other communication with the local stakeholders (at regional level) during the grant life cycle.
She/He will also support the Grants Manager in coordinating donors reporting and agreements review, working closely with Programmes and Finance teams to ensure timely submission.
She/He will oversee the Programme Support Office Team, facilitating programme activities in relation to logistics, procurement and finance, and assisting the Programme Heads Managers from Nutrition, Health, WASH, Livelihoods, Protection and Gender to ensure a smooth implementation of the activities, flag any issues and follow up on proposed actions.
She/He will liaise with Compliance and Internal Audit Department providing administrative support for grants documentation and key financial, procurement and logistics documents tracking and filing.
KEY AREAS OF ACCOUNTABILITY/DUTIES:
The Deputy Grants Manager shall work closely with the Grants Manager and the Programme Support Officers. She/He will report to the Grants Manager.
Key Duties:
- Assist the Programme Team on all program aspects across all sectors (WASH, Nutrition, Health, Protection, Livelihood and Gender) for both Emergency and resilience programmes and Refugee Programmes
- Oversee the Programme Support Officers in their daily activities (development of government proposal and agreements, preparation of procurement plan and raising PRs, regular communication with Field Team, etc.)
- Develop government proposal and agreements, review government reports and draft any other communication with local stakeholders, dealing with Program and Finance team and the Field Team
- Work closely with Programme Team and facilitate communication with support functions (Finance, Logistics, Procurement and HR) to assist the program planning process is smoothen and achieved in timely manner
- Regularly liaise with Logistic Coordinator and Warehouse Manager to ensure timely distribution of items within the grant life cycle and follow up in case of remaining stock
- Regularly liaise with Procurement Team to speed up any pending procurement and/or urgent procurement, and follow up to ensure
- Liaise with Finance team on any grant spending and forecasting issue, assisting the Programme Team in the monthly forecasting exercise
- Attend and actively participate to the Grant Management Meetings, and follow up with Programme team on any action points raised during the meetings
- Monitor and follow up on government agreement and reports, ensuring timely submission to local authorities at all levels (Regional and woreda field offices)
- Work closely with the Grants Manager and assist in developing new proposals and coordinating and reviewing donors reports
- Support PSOs in facilitating payments and/or transportation summaries prior to approval by the sector managers
- Liaise with Compliance and Internal Audit Team to provide any requested documents for compliance and audit reviews
- Maintain grant files and records as deemed necessary
- Facilitate documents signing at Programme Director and Country Director level
- Provide support to Programme Director and all Departments as needed
Mainstreaming issues
The Deputy Grants Manager is responsible to:
- Read, understand and implement GOAL Ethiopia’s policies on mainstreaming issues of Gender, Child Protection and HIV/AIDS
- Work with the relevant focal persons to make sure that gender, Child Protection and HIV/AIDS are mainstreamed or considered when preparing concept notes and proposals
- Act as a role model and provide feedback to encourage others in supporting employment equity and diversity principles, and the accommodation of differences in the workplace
- Keep him/herself updated on the country’s situation with regarding trends of mainstreaming issues and the humanitarian context
Compliance Issues
- Familiarize her/himself with GOAL Donor Compliance policies and act accordingly in area of responsibility
- Make sure that government reports and agreements are completed according to the donor compliance schedule and donor requirements.

- BA degree required; Master’s degree in Business Administration, International Affairs, Development Studies or related field strongly preferred
- At least 5 years of relevant experience in international NGOs in the areas of Grants management
- Relevant experience in program management and or grants management and proposal/business development/design
- Strong knowledge on Nutrition, Health, WASH, NFI, Livelihood, Protection and Gender program and flexibility to respond to an evolving emergency situation is an advantage.
- Advanced computer-based skills, focusing on MS Excel, Word and Power Point and data analysis tools
- Strong budgetary control and financial management skills
- Experience in procurement and related logistics management skills.
- Extensive knowledge of USAID/BHA, ECHO, UNOCHA, EU, etc. rules and regulations
- Good communication skills and capacity to liaise with donors and partners, experience in cross-cultural situations, especially working with government officials.
- Proficiency in English – spoken and writte
- Ability to identify priorities, achieve results, meet demanding deadlines and work under pressure in unstable security environments
- Strong capacity to mentor and build capacity of staff
- Sensitive to crosscutting issues like child protection, HIV/AIDS and Gender
- Experience in Monitoring and Evaluation processes for humanitarian/livelihood programs
- Excellent interpersonal skills and demonstrated ability to establish effective and working relationships with staff members, government officials, and other organizations and stakeholders
- Experience with capacity building and in designing and facilitating trainings and workshops for diverse audience
- Experience in living and working within cross-cultural and remote environments
- Independent thinking and proactive management style
- Must read, understand and implement GOAL Ethiopia’s gender/child protection policies. He/She is expected to be gender sensitive and commit towards implementing approaches supporting gender focused concepts and child protection
