Islamic Relief Ethiopia has received funding from FCDO for a resilience building project to be implemented in Somali region. The project aim is to protect livestock and reduce mortality to strengthen the resilience of 3,000 pastoralist HH (19,800 individuals) to withstand drought shock through five pillars: livestock insurance, disease prevention, DRR technology, and water infrastructure and fodder production. The project will be implemented in Hargelle woreda targeting Cid-dhere, Dawacale, Dirinder, Hayir and Sogsog kebeles.

To successfully deliver on the target component of the project, IRE will require specialist in areas of Web/mobile administrator who has knowledge, expertise and experience in web administration, GiS/Remote sensing programming that will help the team delivering IRW’s FCDO supported Reduced Vulnerability and Strengthening the Capacity of Pastoralist Households to Withstand Drought Shock in Ethiopia project in Hargelle, Somali region.

KEY TASKS

Working directly with the Project Manager and alongside the, Livestock Insurance, MEAL and DRR Officers, the candidate is expected to undertake the following:

  • Establish and manage an integrated GIS and early warning system that encompasses a livestock insurance system, project mobile information system, water utilization process, capture information on the satellite data shared by ILRI to trigger and ensure that standardized and simplified data is received by the project stakeholders for timely decision making
  • Develop and manage the geospatial dashboard for project information sharing
  • Develop framework and geo-spatial information support system
  • Collect data on project and model the visualization application
  • Web mapping and GIS server management and administration or the project
  • Develop and design project maps, dashboards, which include grazing lands, water sources, corridors for migration and rainfall pattern shared with the project stakeholders
  • Analyze and share remotely sensed data for forage coverage, both disturbed and overused and undisturbed and underutilized
  • Using the mapping visualization, calculate the changes within project areas especially of water and vegetation and provide monthly maps of this change with all stakeholders such as government ministries and community members
  • ·Using both raster and vector data, analyze and derive results on weather patterns and develop project plans for community drought and disaster mitigation
  • Provide trainings on GIS and remote sensing to IR staff, project team and partners

Job Requirements

Qualification/mandatory requirements:

  • BSc degree in RS/GIS, Geo-informatics, computer engineering
  • 3 years of working experience using the ArcGIS server and other techniques
  • Working experience in humanitarian disasters
  • Expertise and qualification in GIS software such as ARCGIS desktop, ARCGIS server, ERDAS imaging and IDDRIS
  • Skills and knowledge and ability to review both raster, vector data formats in ensuring data quality and integrity
  • Practical knowledge in preparing map-based website that is accurate and printable for wider use
  • Experience mapping and generating landcover/usage through mapping and web-based maps
  • Practical knowledge on disaster mitigation through GIS and remote sensing applications
  • Practical knowledge of Land cover classification system (LCCS) software
  • Experienced and skills on NDVA mapping
  • Excellent oral and written communications in English and Somali language are mandatory.

Additional consideration

The following areas/expertise will be added advantage for consideration

  • Knowledge and application of defines image software
  • Humanitarian/disaster management using the GIS in the context of east Africa hazards
  • Skills ToT on GIS/RS, Web management, etc
  • Previous experience working in remote disaster-prone areas
