ROLE PURPOSE: 

Overview of the Scaling Up Nutrition Movement (SUN) and ECSC-SUN:

The Scaling up Nutrition (SUN) Movement is a global multi-sectoral collaboration to end malnutrition, launched in 2010 to combat the injustice and the impact of malnutrition. SUN supports countries in addressing all forms of malnutrition as well as the many drivers of malnutrition, mindful of other global challenges that affect nutrition either directly or indirectly, such as climate change, conflict, displacement, and food systems, as well as a focus on equity and social inclusion, accountability, corporate responsibility and financing. 

The Program Manager, in collaboration with the Regional Manager East/ South, ECSC-SUN Regional Lead, Co-lead and ECSC-SUN secretariat, will be responsible to lead and coordinate ECSC-SUN regional support platform activities.

JOB SPECIFIC ROLES AND RESPONSIBILITIES

  • Lead and coordinate ECSC-SUN regional support platform and steering committee activities in collaboration with the Area Manager-East/ South, ECSC-SUN Regional Lead, Co-lead and ECSC-SUN secretariat
  • Coordinate and ensure the nutrition specific and nutrition sensitive programmes are cohesive and well managed with government sectors, ECSC-SUN regional lead, co-lead and other coalition member agencies;
  • Ensure monitoring and evaluation frame works is developed/implemented in terms of concept notes, proposals development towards the expected level of achievement in the region
  • Lead regional based operational research, evidence generation and synthesis, assessments, studies, best practices and case stories on ECSC-SUN program and multi-sectoral nutrition initiatives
  • Lead, update and documentation of regional level ECSC-SUN collation members’ profile and database.
  • Identify and develop good relations with nutrition stakeholders in the region, particularly those nutrition sensitive government sector, local and international NGOs, UN agencies, research institutions, academia’s and private sectors;
  • Provide technical support to the establishment of regional level food and nutrition council and agency.
  • Support and closely work with the regional Nutrition Coordination Body (NCB) and Technical committee on dissemination and implementation of Food and Nutrition Strategies and Seqota Declaration expansion phase activities in the region.
  • Ensure integration and coordination with existing Nutrition related projects to provide technical support and learnings.
  • Respect Save the Children values and principles in interactions with staff and external audiences, including ECSC-SUN coalition members, technical and management staff members;
  • Represent ECSC-SUN at all relevant technical task forces, working groups, seminars and/or other nutrition coordination meetings and use these meetings to negotiate ECSC-SUN strategic and advocacy positions
  • Support the monitoring and evaluation of the ECSC-SUN projects activities and generate evidences for informed management decisions

Program Development and Monitoring

  • In consultation with Area Manager- East/South, ECSC-SUN secretariat, regional MEAL and advocacy team, develop monitoring and evaluation frame works for ECSC-SUN regional support platform during concept notes, proposals development and other new opportunities.
  • Lead and coordinate the ECSC-SUN Operational Research, monitoring and evaluation of the ECSC-SUN regional program activities and generate evidences for informed management decisions 
  • Lead and coordinate the implementation of the planned ECSC- SUN regional support platform activities within SCI and the coalition member organization operational areas and track project progress towards the expected level of performance.
  • Lead and coordinate the ECSC-SUN Advocacy and leadership capacity building activities.
  • Lead the coordination and technical support provision to the different sector bureaus in aligning the planning, monitoring, budget allocation to emergent Food and Nutrition Strategy and Seqota Declaration expansion phase programming.
  • Coordinate and conduct field visits to monitor the regional ECSC-SUN support platforms program implementation.
  • Coordinate meetings and workshops with Regional ECSC-SUN coalition members, Government officials and sectoral bureau staff.
  • Lead and coordinate the implementation of ECSC-SUN regional support platform initiatives through supportive supervision, mentoring, coaching, review meetings, capacity building, learning visits
  • Follow the implementation of the planned activities of by ECSC SUN member agencies project activities and the completion of project initiatives contracted out to be done by consultants.
  • Generate evidences for the specific advocacy and influencing initiatives.
  • Make sure and guide beneficiaries have access to context-based and confidential complaint, feedback and response mechanisms

Documentation, Recording and Research

  • Document and draw lesson from the ECSC-SUN regular Steering Committees and regional meetings, review forums and learning workshops.
  • Keep track of the ECSC-SUN regional profile information, project review and evaluations information in coordination with ECSC-SUN steering committee, Advocacy and MEAL team
  • Lead the coordination in the development of policy briefs, case studies, best practices based on ECSC-SUN and other potential nutrition projects
  • Ensure that learning is accessed and used as an integral part of ECSC-SUN programme design and implementation
  • Capture and disseminate lessons learned from monitoring, evaluation and follow-up on action planning, maintain a lessons learned database for ECSC-SUN
  • Ensure and guide beneficiaries have access to context-based and confidential complaint, feedback and response mechanisms

Communication, Reporting and Dissemination

  • Coordinate and collaborate best practices and learning events pertaining to the ECSC-SUN and ensure documentation of the learning and dissemination
  • Produce case studies, best practices; lessons learned and project audit documents for internal and external use
  • Prepare and share regional ECSC-SUN programme implementation reports and updates.
  • Liaise with ECSC-SUN regional support platform lead and coalition members’ organizations nutrition projects to maximize collaboration and ensure proper coordination of nutrition activities in the region.
  • Contribute learning and sharing of nutrition related evidence and lessons for scaling up nutrition and policy influence

 Coordination

  • Ensure effective communication, reporting, engagement and coordination between the ECSC SUN Secretariat, ECSC-SUN Regional support platform lead/ co-lead and coalition members including regional food and nutrition programme implementing sectors and other food and nutrition actors.
  • Coordinate plan alignment of ECSC-SUN programming in the region.
  • Coordinate and support the policy and advocacy work of ECSC-SUN in the region.
  • Represent the ECSC-SUN in relevant technical external task forces, working groups, seminars or other nutrition coordination meetings as approved by the Area Manager East/ South.

Budget management

  • Leads the periodic budget development as required for the areas of implementation.
  • Ensures effective and efficient utilization of project budget and other resources for the intended purpose.
  • Ensures that plans are implemented as per agreed and approved budget

 Other duties

  • Ensure that relevant crosscutting issues are strategically mainstreamed in new projects; also ensuring relevant ECSC-SUN members understand and are capacitated to take the issues forward
  • Involves in and contributes to the development guidelines and programs.
  • Perform additional tasks and duties as and when required.

 MINIMUM QUALFICATION AND EXPEREINCE

  • BSc Degree in Nutrition, Public Health or related field; Recommended a minimum of 8 years related work experience in the area of nutrition program management, coordination and operation research related programs
  • Experience in working with government counterparts and other partners at various levels - regional to district within the framework of nutrition.
  • Experience in provision of technical support, capacity-building and coordination
  • Experience of coalition building, forum coordination and working with civil society actors
  • Good communication and interpersonal skills, excellent understanding of the national and global nutrition movements, sustainable development goals
  • Superior written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience,
  • Good presentation, training and facilitation skills; fluency in spoken and written English; good computer skills (particularly Excel, Word and databases); fluency in local language will be an added value
  • An understanding of child rights programming and commitment to Save the Children values.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
