 MSF Holland is looking for: INFORMATION SYSTEMS SPECIALIST

Number of Position: one

Place of work:     Addis Ababa with frequent field trip

Terms of employment: 1 year with a possibility of extension 

Remuneration and Benefits:

Starting gross salary/month: 31,540.00 ETB

Medical Coverage : as per organizational scale

Transportation allowance: 2,200 ETB

 Main Purpose

  • Carrying out assessments and ensures the implementation, maintenance and monitoring of all IT and tele-communications equipment according to MSF standards and protocols in order to ensure an optimal running of the project and the efficient use of the systems and equipment

Accountabilities

  • Defining procedures and ensuring the implementation, monitoring, maintenance and correct functioning of the IT and telecommunications equipment and systems in the mission and participating in the establishment and/or revision of the budgets concerning ICT
  • Managing the ICT activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support. This includes the following: 
  • Identifying and implementing the information management practices to enhance the system's effectiveness and reliability (development, check-up, deployment of applications, systems or new ICT standards)
  • Supervising, implementing and monitoring security management protocols (data saving, firewall, backup, security for equipment and software) in order to ensure data security, availability and an immediate operational recovery and continuity in case of emergency
  • Ensuring that all IT and telecommunications equipment are correctly inventoried in direct link with the procurement team ensuring sufficient stock of spare parts and necessary tools for the maintenance, repair and replacement of defective equipment
  • Informing the technical referent before all purchase of equipment or services and ensuring the preparation, tests, packing and documentation for all ICT equipment and networks before providing to users
  • Ensuring the proper documentation, filing and the compilation of statistical data on ICT (number of repairs, monitoring and abuse of internet and telephone use, general state of computer parts, etc.) and drafting a quarterly report on activities, informing his/her supervisor of all technical modifications of the mission. Monitoring guarantees/warranties and insurance and following up invoices
  • Providing direct supervision and support to the Information Systems technicians as well as technical and educational support (briefing, training, etc) to new users, relevant personnel, technicians, project radio operators and/or logistics experts dealing with information systems and managing user access to the information systems (communication tools, software, files, etc.)
  • Performing delegated tasks specific to her area of specialty, as defined in his/her job description and according to the line manager

Context Specific Accountabilities

  • Together with the line Manager, analyze the ICT needs of the mission, draw up a draft of the ICT budget, and design an adapted strategy aiming to optimize the investment on information and communication technology.
  • Study the ICT market in country, comparing prices and quality of equipment, software and internet providers/services, in order to optimize buying decisions and to ensure local assistance. Create and maintains a contact network of ITC providers in order to ensure communications and ITC local purchase quality.
  • Identify and implement Information management practices to enhance the mission system’s effectiveness and reliability (development, checkup, deployment of applications, systems or new ITC standards, etc.).
  • Plan and provide network security to ensure that appropriate access control is used internally on the LAN/WLAN’s, and to prevent intrusions.
  • Provide a 1st and 2nd level help desk management system (support) and training to users (on software, hardware, telecom problems, etc.) in order to satisfy their needs, ensure fluent communications in the mission as well as the correct use, maintenance and running of IT equipment and networks.
  • Provide corrective and preventive maintenance activities (checkup, cleaning, etc.), managing and updating a small stock of spare parts and replacing obsolete materials when necessary, of ICT environments, telecom and hardware equipment, according to MSF policies and procedures in place at any time.
  • Ensure updating and upgrading activities in order to ensure that all the users and their equipment on the network are standardized with respect to virus protection, software, and hardware and network configuration.
  • Ensure questions and problems related to  ICT are solved (if appropriate, according to MSF policies and procedures in force at any time). Register, reports and refer unsolved questions and problems, as well as unusual requests, to the respective support units in order to actively provide solutions and ensure quality standards. 
  • Execute security management protocols (backups, anti-malware updates and software patching; firewall protection; radio protection, etc.) in order to ensure an immediate operational recovery/continuity in case of emergency and data security & availability.
  • Train radio operators on daily maintenance tasks in order to improve their capabilities and to improve lead-time response.
  • Keeps proper inventories of hardware, software and ICT documentation and responsible for regular update, tracking and reporting of ICT assets.
  • Organizes computer and basic hardware maintenance training for ICT users according to the needs.
  • Involve in the importation and installation of radio and SAT equipment
  • Follow up monthly telephone bill for both local and satellite phones and inform line manager any abnormality

Education

  • Degree and Higher it IT

Experience

  • 5 years’ experience in IT
  • Desirable previous experience with MSF or other NGOs.

Languages                      

  • Mission language essential

Knowledge

  • Expertise in operating system (W10) and desktop applications (MS Office 2016)
  • Expertise in Microsoft 365 applications and Share point
  • Expertise about different communication Devices (VHF, HF, Satellite phone and VSAT)
  • Good knowledge of computer parts and maintenance, networks and their protocols, main email system (Outlook), IT Security Tools (Anti-virus, Firewall, Anti-spyware, backups)
  • Expertise in Windows server management
