Amref Health Africa, headquartered in Kenya, is the largest Africa based international non-governmental organization (NGO) currently running programs in over 35 countries in Africa with lessons learnt over 60 years of engagement with governments, communities and partners to increase sustainable health access in Africa. Amref Health Africa also incorporates programme development, fundraising, partnership, advocacy, monitoring and evaluation, and has offices in Europe and North America as well as subsidiaries; Amref Flying Doctors, Amref Enterprises and the Amref International University. Amref Health Africa has been active in Ethiopia since the 1960s and became fully operational as an international NGO in 2002.

We are currently seeking a consultant firm to conduct Cost Effectiveness Analysis For Improving the Quality of FP/SRHR Services at the Primary Health Care Unit Level: On the Road to Universal Health Coverage in Jimma & East Wollega Zones of Oromia Region, Ethiopia

 Purpose of the study

 This project has been and being implemented in three phases. This study aimed to conduct the cost effectiveness of the implementation of this project. Therefore, the primary purpose of this study is to perform cost effectiveness analysis from the start of the phase I to phase III implementation throughout the two years. The result of the assessment will be used to scale up the implementation to a larger and also wider implementation modality.

Methodology of the work

The consultant is expected to come up with the sound CEA methods for this project. As it is planned to conducted before the start of the intervention the consultant will be able to conduct CEA comparison studies at the beginning of the intervention as well as at the evaluation stage of the implementation. Choosing the right outcome is essential to develop the sound ratio. Therefore, the consultant is responsible to select comparable and right outcome or output to be considered in the study and to develop the best suited methods. The consultant also need to begin with the exhaustive list of different costs and benefits that sound arise, this is to avoid overlooking important aspects. Either Retrospective cost effectives or /and Prospective Cost effectives Analysis could be considered. The consult should come up with s sound methodology cost effectiveness study.
