We are pleased to announce the following vacancy for Law Enforcement Liaison Officer within the Legal and Risk Function in Ethiopia. In keeping with our current business needs, we are looking for a person who meets the criteria indicated below.

Detailed Description

Reporting to the Law Enforcement Liaison Manager the Law Enforcement Liaison Officer acts as a liaison between Safaricom and Law Enforcement Agencies (LEA ); and is responsible for tracking the performance & data quality of the systems that are used to service the LEA requests. These systems include among others the Fraud Management System (FMS), Equipment Identity Register (EIR) and Locate. Supports the LEA by preparing for and testifying at court trials on receipt of court summons from Legal and investigates and reports on possible fraud.

Job Responsibilities 

Handling of law enforcement data requests

  • Receive physical and email requests from the LEAs.
  • The mailbox should be attended 24/7.
  • Verify that the requests are valid and authorized via approved contact lists and applicable legislation.
  • All letters/requests must be recorded in the receipts and issuance register.
  • Requests must be clearly stamped and received after verification.
  • Analyze and understand the request and proceed to service it.
  • Maintain an up to data electronic data base for all requests received. The database should be updated daily from 4-5pm; filing should also be done daily during the same time.
  • Prepare LEA letters taking care of the quality and basic official letter requirements in terms of the formats, fonts, data fields, Safaricom logo, print quality etc.
  • The content / feedback should address the request and should be clearly explained to the officers.
  • All missing LEA data should be evidenced to the LEA via response.
  • All requests must be handled within the agreed urgent (immediate) and normal servicing requests SLA( 3 days)
  • All requests should be approved and signed off by the mobile fraud manager.
  • Implement exchange of email via rather than verbal requests for urgent issues. Maintain end-to-end record controls and provide information only as approved by Law Enforcement Liaison Officer.
  • Provide backup police with locate during their operations in accordance with legislative requirements.
  • Ensure that staff and subscriber issues escalated are promptly handled by collaborating with Safaricom security team CID / CIU.
  • Develop a mechanism of achieving effective follow up and feed backing on Tasks and Customer issues.
  • Handling of law enforcement data requests reporting & control
  • Extract monthly reports for locates done and get monthly sign off for the same from LEA & Internal Safaricom team (CID & NSIS )
  • Extract monthly reports for IMSI analysis, IMEI analysis requested via email and get a monthly sign off for the same from LEA (CID & NSIS )
  • Set up quarterly meetings with LEA and emergency meetings as required. Details should be documented, tracked and implemented within agreed timelines.
  • Continuously update the LEA Risk assessment document.

Handling of the Equipment Identity Register (EIR) and Fraud Management System

  • Follow up implementation of actions documented in the EIR & FMS fraud risk assessment as well as carrying out tests on EIR and FMS.
  • Bring the stakeholders together for a monthly follow up meetings.
  • Carry out tests on the EIR/ FMS system to confirm the presence of current data. Check to ascertain that the IMEI / MSISDN data is not more than three days.
  • Carry out integrity tests to confirm barring on EIR by querying random blocked IMEIS on the FMS to see if they have a usage.

Handling of Hoax / Fraud SMS

  • Access the Hoax database and analyze the records received from Call Centre.
  • Receive daily summarized reports from Call Centre.
  • Handle other hoax messages complaints that are passed through line 100, facilities, security desk, emails to customer care or direct calls.
  • Establish the validity of the promotion being reported.
  • Confirm if MSISDNs being used to propagate messages are originating from known prison sites.
  • Forward numbers from other to the respective operator, request for Safaricom numbers propagating fraud in other networks, follow up and confirm if action was taken on the of fraudulent customers. 

Job Requirements

Qualifications 

  • Bachelor's degree in IT or business related discipline.
  • At least 2 years proven experience within a financial services environment, particularly in fraud or risk management areas or in external/internal audit with reputable firm.
  • Knowledge of transaction fraud prevention practices an asset
  • Strong Microsoft Excel skills
  • Additional tools preferred: Oracle, Business Objects, SQL, and ACL
  • Reasonable knowledge of GSM and IT network
  • Ability to work under tight timelines and deliver accurate results
  • Demonstrated organizational skills and able to work independently
