CRS/Ethiopia invites you, the qualified candidate, to apply for the following different positions for an indefinite term contract that is contingent upon funding of the JEOP program:

 Position Title: Program Manager I Cash Transfer

Duty Station: Addis Ababa

Employment Term: Indefinite Term contingent upon funding of JEOP program

Reports to: Cash and Market Technical Advisor

Job Summary:

You will manage the cash programming component within the larger Joint Emergency Operation (JEOP) Program for food security, designing and implementing cash assistance while advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the JEOP delivers a high-quality cash response and continuously work towards improving the impact of its humanitarian assistance.

 Roles and Key Responsibilities:

  • Manage the implementation of all cash assistance activities throughout relevant project cycles – assessments, contribute to the project design, plan and implement in close collaboration with the local government and partners, close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure cash response team utilize the appropriate systems and tools.
  • Effectively manage talent and supervise. Manage the cash team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Support implementing partners to ensure CRS guiding principles, program quality standards and donor requirements are met throughout the implementation of cash transfer.
  • Ensure adherence to humanitarian standards, principles and best practices.
  • Ensure programmatic and Standard Operating Procedures (SOPs) are in place for cash assistance, and that all team members and partners are aware of their responsibilities and implement accordingly.
  • Work closely with CRS implementing partners to ensure a good understanding of needs, market feasibility assessments, beneficiary registration and selection is conducted in line with agreed processes, and with close coordination of local authorities and partners.
  • Champion learning with project and partner staff. Closely collaborate with the MEAL team to analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in humanitarian cash programming, gap-filling, and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff and JEOP partner capacity and technical assistance needs and capacity strengthening and required interventions to support quality project implementation.
  • Through planning and oversight, ensure efficient use of project resources.
  • Coordinate with other food security and cash actors including through participation in relevant working groups, clusters and working groups. Oversee the construction of transfer values and timely distribution of cash assistance to targeted beneficiaries, including timely preparation and approval of recipient payment lists. Ensure CRS approaches (targeting, modalities, transfer values, etc.) are aligned with country recommendations and with other actors.

Job Requirements

Typical Background and Qualifications

  • Master's Degree in International Development, International Relations or in the field of Food Security required. Additional experience may substitute for some education.
  • Minimum of 3 years of relevant field-based cash assistance experience in the planning and delivery of humanitarian cash assistance, market feasibility assessments, risk analysis, collaboration and coordinating cash assistance, or managing light to moderately complex projects required, preferably with an international NGO. 

Required Languages - English. Amharic and other local language abilities desirable.

Travel - Position is based in Addis Ababa. Must be willing and able to travel up to 50% to other CRS/JEOP partner offices such as those in Dire Dawa, Amhara, Gedeo and West Guji, Oromia and Tigray, as well as to other newly identified JEOP Operational areas.

 Knowledge, Skills and Abilities

  • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups.
  • Strong written and verbal communication skills with ability to write reports.
  • Proactive, results-oriented, and service-oriented.

 Preferred Qualifications

  • Project management experience in food security and cash programming is highly desirable.
  • Experience contributing to the development of technical proposals.
  • Monitoring, Evaluation, Accountability and Learning skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing applications, information management systems.
  • Understanding of Red Rose data management systems
