Terms of Reference 

The International Institute for Primary Health Care – Ethiopia (IPHC-E) is an organization affiliated with the Ethiopian Ministry of Health (MOH) and supported by the Bill and Melinda Gates Foundation. We provide technical assistance in Primary Health Care(PHC) to the Ministry of Health and other countries through capacity building training, knowledge generation, management and sharing, program design and implementation. We support the MOH through evidence-based policy recommendations, training of PHC leaders for both young and established, implementation of innovation laboratories, and engagement on PHC related policy and strategy designs. We engage in global advocacy to bring PHC as a primary driver to achieving Universal Health Coverage (UHC) in Ethiopia and beyond.

In addition to building the capacity of Primary Health Care systems across the globe, the Institute focuses heavily on projects which aim to ensure that evidences in the field of PHC are generated and shared through dissemination channels, presentations and publications for improving the design and implementation of community health programs in Ethiopia and other countries with similar settings.

Thus, IPHC-E is looking to recruit a consultant who would conduct an assessment and document best practices in selected Primary Health Care Units in Ethiopia.

Purpose of the work:

IPHC-E wants to identify, document and disseminate best practices to assist design and implementation of primary health activities in Ethiopia including enhancing performance of the health extension program through practical and evidence-based practices.

Scope of work

The consultant in collaboration with the research team of the Instiute selects best performing Primary Health Care Units, conducts desk review, identify best practices, carry out an assessment, document and report the best practice.

Duties and responsibilities of the consultant:

  • Develops a proposal for the assessment
  • Search and compile documents on best practices in Ethiopia
  • Identify best practices in a primary health care unit or woreda
  • Conduct an assessment
  • Analyze data and submit a draft report
  • Make presentations
  • Accommodate comments
  • Submit final report

Deliverables:

  • Study protocol
  • Final report
  • An issue brief from the best practices
  • Documents used for desk review and list of reference materials used

Location: International Institute for Primary Health Care - Ethiopia

Reports to: Knowledge Generation Team (Senior Researcher)

Employment: Contractual – 60 days (2 months) with possible extension

Job Requirements

Required qualifications, experiences and skills:

  • PhD in public health or related field or MD with Master’s degree in public health with relevant experience (a consultant with a PhD is preferred)
  • Outstanding experience in research methods and techniques (design, data collection, analysis and report writing). Experience in qualitative methods is required.
  • Work experience related to the Health Extension Program pr Primary Health Care
  • Proven writing skills in the English language
  • Experience in documenting cases studies and best practices
  • Good communication skills
  • Has skills in writing reports and experience in manuscript writing  
  • Is proficient in Microsoft office (Word, Excel, Power point)
  • Has strong quantitative and qualitative data analysis skills
  • A minimum of 7-year experience in public health research after graduate degree
  • Highly organized and detail oriented
  • Able to work with multi-cultural and multi-disciplinary teams
  • Published 5 or more papers in peer reviewed journals

Compensation and Modalities of Payment

  • The consultant is expected to submit deliverables within 60 days
  • The consultant would be compensated for the amount of work done.
  • The consultant is expected to submit technical & financial proposal with sealed envelop
  • The consultant maybe offered with an additional contract (case study/best practice) upon satisfactory performance of the best practice documentation.
