Cluster Support in the Agriculture and Food Industry

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German state-owned company, which is working in the field of technical and international development cooperation in more than 100 countries worldwide.

 The project Cluster Support in the Agriculture and Food Industry in Ethiopia is part of the Special Initiative on Training and Job Creation of the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims to improve the employment and income situation in Ethiopia’s agro-processing sector by supporting micro, small and medium-sized enterprises (MSMEs) in the agro- and food industry. The main objective is to increase the employment-effective growth of micro, small and medium-sized enterprises (MSMEs) in selected sectors. The project works in 3 main fields of action: 1) SME Support, 2) Business & Investment: Promotion of sustainable investments, 3) Cluster: Promotion of business locations and sectors.

The position of the Advisor is located in the field 3: Cluster Support.

 Duration of contract:  January 2022 – October 2022

Job Requirements

Responsibilities and Tasks

The Advisor will be responsible to:

  • Support in the identification and implementation of measures to develop Clusters and support SME in the agro-processing sector, in selected regions
  • Coordinate and support project implementing partners with the overall achievement of the project goal, i.e. coordinate and oversee project activities with implementing partner; ensure the proper and timely implementation; provide general guidance, technical assistance, support, and closely work with them towards the achievements of project goal
  • Support in the identification and implementation of cluster ecosystems in a selected region, in close collaboration with the project’s responsible and a contracted external consulting
  • Support the implementation by profiling companies in the agro-processing sector for inclusion in the planned project activities
  • Support the implementation of dialogue formats between companies, cooperative associations, operators and rural transformation centers and other actors in the project‘s environment
  • Support the identification of potentials for Commercial Business Services for SME.
  • Advise the partners of the Ethiopian Ministry of Industry in the field of processing of agricultural products
  • Liaise / Manage network with partner projects, local partners and institutions, international organizations and other donors in the intervention area of the project
  • Support project responsible with knowledge management, processing of cross-cutting issues and communication on the project

The Advisor will work and coordinate closely with the project team as well as government officials, private sector, non-government and civil society organizations.

Required qualifications, competences and experience

Qualifications

  • At least a bachelor's degree or a master's degree in environmental science, engineering, forestry, international development, economics or a related discipline is required.
  • Professional experience in working with partners from different sectors (public, private, civil society, national/international NGOs/donor organizations), and with different diversified stakeholders/groups/communities
  • Experiences in income generation activity/IGAs, SME support, forest product processing and commercial forestry etc.
  • Experience in convening and supporting multi-stakeholder dialogue platforms
  • Additional experiences in supply chain development/management, rural development and agriculture extension and agri-business management

Professional experience

  •  At least 10 years of in this study area, work experience in and with projects of international cooperation is desirable.

Other knowledge, additional competences

  • Very good command of Microsoft Office™ tools, experienced in use of ITC, data management, technologies and GIZ applications (e.g. MS Team, DMS, IDA etc.)
  • Excellent command of English and Amharic language, both in speaking and writing
  • Willingness to upgrade the knowledge and skill as required by the tasks to be performed – corresponding measures are agreed with management
  • Very good knowledge of program implementation
  • Demonstrated ability to liaise and negotiate with public, private and social partners
  • Experience of project management and research experience in an area related to the project’s/programme’s requirements is desirable.
  • Cultural, gender, religion, race, nationality and age sensitivity and adaptability (Functional Competencies).
  • Ability to plan, coordinate and organise workload while remaining aware of changing priorities and competing deadlines.
  • Organize and accurately complete multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.

Further details:

  • The position is planned as full-time position (100 %). GIZ will provide a national personnel contract via GIZ Office.
  • Due to the structure of the program, the position may require travels outside of the duty station.
  • The place of work will be at the premises of the GIZ Programme Office in Addis Ababa, Ethiopia. Administrative and logistical support will be provided.
