Term of Reference (TOR) for Advocacy and Communication Plan of CETU

Organizational overview

The Confederation of Ethiopian Trade Unions (CETU), the sole national center for more than 750,000 workers, has nine affiliated Industrial Federations which are the umbrellas for about 2201 basic trade unions. The core organizational objectives of CETU, as stipulated in its constitution, are:

  • To defend the rights and interests of its members,
  • To unionize the unorganized workers and doing its best to strengthen the unity of organized workers,
  • To raise awareness among workers and coordinating workers’ struggle for their rights and benefits,
  • To contribute its due share for peace, democracy, protection of human rights and equality of peoples and
  • To take an active part in international, regional and sub-Regional labour movement.

Objectives of the Assignment

The general objective of the assignment is to develop communication and visibility plan and engage in the proportion of the works of CETU and EU project with various entertainment and advertising.

Specifically, the assignment has the following objectives

  1. Produce an advocacy and communication strategy document for project to promote the rights of domestic workers
  2. developed local media engagement to facilitate greater awareness of the situation of DWs; stimulate DWs to get out of invisibility, become aware of their situation of exploitation, know their rights and join associations of DWs and challenge negative stereotypes and promote a cultural change in support of the dignity of domestic work;
  3.  Develop and Produce communication tools/materials like Radio and TV messages, broacher and flayers  

Type of service required

The ToR is designed to procure a consultancy service or a Media agency for developing a communication strategy and to buy a few minutes of airtime from radio and TV by outsourcing the service for consultancy service.

The consultancy service/service provider or the media agency will engage in the media campaigns with the support of a local media agency to strengthening the media profile of the action and in particular to facilitate greater awareness of the situation of DWs; stimulate DWs to get out of invisibility, become aware of their situation of exploitation, know their rights and join associations of DWs: encourage local institutions and CSOs to step up their commitment and work on ensuring decent conditions for DWs; challenge negative stereotypes and promote a cultural change in support of the dignity of domestic work; and increase the visibility of CETU, CVM, IDWF and the European Commission and emphasise their support to the promotion of decent domestic work

The consultant will work in close coordination with the CETU/EU Project team and will be expected to undertake the following tasks:

 Duties and Responsibilities of the Individual consultant

Advocacy and communication strategy

The consultant should develop an advocacy and communication strategy to promote the rights of domestic workers. This should include:

  • Identify the target audiences (i.e.: Domestic workers, Private employment agencies, Employers, concerned government bodies and etc.);
  • Identify the communication objectives for each targeted audience (stakeholder mapping) at the national and local levels.
  • Assess the communication capacities of project target and all stakeholders;
  •  Identify the communication products and activities tailored to each audience, using the project work-plan
  • Specify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific project targets and stakeholders.
  • Create work plan with clear deliverable outcomes, indicators and tools for the implementation of the strategy.
  • Prepare a list of the resource needs (human and financial) and estimated implementation budget;
  • Develop indicators to monitor and evaluate communications tools and activities, in order to measure the impact on achieving the overall objectives.

Job Requirements

Qualification and Competencies required

The potential individual consultant or the Media Agency/consultancy who will fulfill the following criteria can apply for the consultancy services:

  • Should have work experience for a minimum of five years in communication and visibility strategy development or media campaign for community awareness or public relation work
  • Applicant should have experience in providing advisory/consultancy services across a range of services in the area of communication/public relation
  • The individual consultant should submit profile or CV of his/her own and or team members
  • The individual consultant should be well aware of decent work in Ethiopian context
  • Provide references for his/her experience on the aforementioned experiences 

Technical and Financial Plan

The consultant firm should prepare technical and financial documents which includes the following key components:

  • The consultants’ background
  • Detail consultant’s work experience focusing on Labor or public relation. social affairs/community campaigns, Community conversation, KAP works etc
  • Detail work plan which shows clear activities and time frame, physical plan, expected output and responsible body with clear description
  • Detail financial plan which describes detail cost breakdown for each activity including all taxes expected from the consultant (Don’t forget that 2% withholding will be deducted from licensed firms as per the income tax proclamation of the country and 30% from individual consultants if they don’t have license)
  • Other important contents and documents that the consultant believes to be included in
