Job Title:  Project Officer – JEOP Operations

Job Summary:

The Project Officer – Operations position will be responsible to compile, analyze, and report regular reports on JEOP Title II Commodity dispatch and distribution for the program response in Amhara region. Hence, she/he will be responsible to handle all JEOP Amhara response commodity tracking and reporting, including but not limited to commodity dispatch, distribution, loss, disposition, and other commodity management issues. This position will need to coordinate with and maintain good relationships with JEOP partners (REST, FH, CARE, and WV) to ensure that JEOP activities for the program response in the region are successful.

Job Responsibilities:

  • Compile JEOP status update from implementing partners in Amhara region daily/weekly and provide an update to JEOP D/CoP-Operations and PM I – Operations on dispatch, distribution, challenges, and proposed solutions.
  • Handle and keep all JEOP commodity dispatch and distribution data and provide necessary reports when required.
  • Compile, analyze and report JEOP commodity dispatch and distribution status update to Food Cluster, Emergency Coordination Center as per the schedule set by the Food Cluster of Amhara region.
  • Focal person for JEOP Commodity Data Quality assurance for the Amhara Response and represent the JEOP operation unit for all related tasks (internally and externally).
  • Ensure all incidents in JEOP Amhara response operational area are reported in a timely manner and follow up on the closing of the incident with monitoring team, partner, and PDP.
  • Coordinate with JEOP Commodity Risk Monitoring and Compliance team to compile, document, and report on JEOP operational security and access issues to provide maximum program results.
  • Liaison with CRS Supply Chain Department and partners logistics staff to ensure smooth commodity movement for JEOP Amhara response.
  • Coordinate and facilitate a weekly meeting with implementing partners representatives in Amhara region for the JEOP response (JEOP D/COP – Operations or his designate will chair this meeting).
  • Support accountability through overseeing partner FDP carryover balances, track CRS PDP’s dispatch records to the program implementation woredas in Amhara region and cross check with partners record for consistency.
  • Track commodity loss reports related to JEOP Amhara response and ensure timely reporting, claim settlement as per USG Regulation 11 and documentation.
  • Ensure documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
  • Perform any related activities assigned by the supervisor.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor's or Master's Degree in Management, Accounting, or related social field of study with 2 years' relevant experience for MA/MSC or 4 years relevant experience for BA degree
  • Experience in the field of emergency response, title II commodity management, in a USAID funded project in an NGO.
  • Strong familiarity with the policies, rules, and regulations applicable for commodity management and handling, and auditing (Reg. 11, GACAP, etc.) preferred
  • Experience working with partners, participatory action planning and community engagement in a complex emergency.
  • Experience monitoring projects and collecting relevant data preferred.
  • Strong report writing skills.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), especially MS-Excel.

Travel Required: Approximately 30%

External: JEOP consortium members in Amhara; Amhara region DRMO, NDRMC, WFP, UNOCHA and other government officials
