 The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned bellow.

About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Key performance area

  •  Under the general direction and guidance of the Director Disaster Risk Management (DRM) , the Migration and Restoring Family Links (RFL) Manager responsible for the following major functional duties.
  • Provide regular technical support to branches staff, government offices and communities in the areas of migration and RFL operations.
  • Document good practices, develop case studies, organize lessons sharing events and scale up the good practice for wider communities. 
  • Take timely and appropriate action to address processing delays in relation to project activities.
  • Provide coordination/supportive supervision of project activities at operational areas of the project including provide training and technical assistance, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and accurate completion of duties within the agreed time frame.
  • Manages and facilitates the implementation of the RFL and Migration projects as per the project proposal and MoU signed between ERCS and partners (ICRC, DanRC, NLRC and SwissRC).
  • Prepare and compile project concept notes, proposals, case studies, and proceedings; Makes efforts that upgrade the level and quality of Migration and RFL services of the Society.
  • Ensures that Migration and RFL accomplishments of the Society are registered, timely communicated, documented and properly managed.
  • In cooperation with the Capacity Building Division, assesses capacity gaps of migration and tracing personnel and priority branches, designs and administers capacity building schemes, monitors and evaluates the impact.
  • Ensures to have relevant data or statistics for the purpose of generating the progress of regular report and lessons and promotes evidence-based results.
  • Advocates for humanitarian diplomacy and promotes the cause of migrants.

Migration sector:

  • Assesses migration prone areas in collaboration with other units and designs migration intervention program/    
  • Promotes innovative practices that improve the livelihood of potential/ actual migrants/returnees/ displaced people.
  • Promotes innovation, livelihood diversification and action research on Migration program/.
  • In collaboration with other working units, establishes strong youth and institutions: cooperatives, self-help groups, etc., that support the returnees/migrants/ displaced people in youth employment and entrepreneurship.
  • In collaboration with the Capacity Building Division, prepares/ updates, disseminates, and implements national Migration policy and procedure; Coordinates with internal and external stakeholders and attends relevant cluster meetings

RFL services

  • In cooperation with the Capacity Building Division and other stakeholders, designs and administers schemes that enhance the RFL service capacities of branches and designs, test and implement the RFL tool when it is approved.
  • Networks with stakeholders within and out of the Movement and handles communication matters of the Society’s RFL service with them. 
  • Oversees all operational RFL activities such as procurement and distribution of tracing logistical facilities, preparation, transfers and settlement of budget necessary for running tracing activities.
  • Oversees the coordination and facilitation of activities such as collecting, sorting, dispatching, exchanging and tracking the statuses of tracing requests and Red Cross Messages (RCMs).
  • Oversees the rollout of the RFL database to branches and ensure all RFL tools are registered in the database;

Reporting to: Director Disaster Risk Management (DRM)

Terms of employment: Permanent

Job Requirements

  • Second or First Degree in Disaster Risk Management, Management, Development Studies, applied psychology, Social Studies,  Social Anthropology,
  • 8/10 years related work experience, out of which 2/4 years in senior managerial position(s)
