Key Responsibilities

Under the direct control of the work unit head, the job holder is responsible for the following duties:

• Develops budget and investment monitoring system;
• Develop appropriate system of debt collection and follow-up;
• Makes regular follow-up on the collection of debt outstanding;
• Checks the accuracy of information and data received for the preparation of budget and investment appraisal;
• Compiles draft budget and investment proposals for Management appraisal and decision;
• Prepares details of budget and investment proposals, records all budget and investment break downs into the financial accounting system analyse budget versus actual variance monthly, quarterly and annually;
• Maintains accurate records of revenue collection and disbursement;
• Ensures that collection are made with proper receipt, collections are deposited in the bank the same day and the necessary accounting documents are handed over to the General Accounts in good time;
• Advises divisions, units, departments and branches on the status of their budget utilisation and disbursement;
• Ensures cash and bank payments and bank transfer operation are handled properly and documents are transferred timely;
• Prepares comprehensive performance evaluation of each budget centre which should be basis for appraisal of management and employees of any unit;
• Assigns work to the staff of the department and monitors and appraises their performance;

Job Requirement

• Educational Qualification: MA or BA Degree in Financial Management or Accounting
• Work Experience: 8/12 years of relevant experience out of which 4/6 years at supervisory level
• Age: Below 40 years
