Oxfam in Ethiopia is an international NGO working on humanitarian and long-term development programs. Oxfam’s vision is to see disadvantaged women, men and youth, empowered and enjoyed their rights to secure sustainable livelihood and democratic governance. To achieve this goal the organization implements innovative interventions and approaches on humanitarian response and resilience building, sustainable food and climate change, safe cities/urban development/, youth for the future, gender justice, and governance and accountability. The organization believes the issue of governance and accountability among the CSOs, the public and private sector is one of the challenges of developing and implementing pro-poor policies and programs and achieving the desired development objectives. Accordingly, Oxfam designed the accountability and governance program to build capacity and provide technical support to partners.

Objective of the Assignment

The aim of the consultancy is to generate baseline information relating to accountability and governance policies and practice of CSOs in Ethiopia as well as their capacity status, and use the information to develop a strategy/ proposal to guide Oxfam’s accountability and governance program.

Scope of the assignment

The scope of the assignment is:  

  • Assess the general context and practice of governance and accountability among the CSOs sector as well as the external enabling and disabling environment for undertaking the accountability and governance programs by CSOs in Ethiopia (this includes but is not limited to assessing the social, cultural, economic, political focusing on legal, policy, system arrangements, and practice)
  • Assess the capacity of CSOs in implementing the key aspects of accountability governance  (inclusive of capacity strength, weaknesses, opportunities and threats) of samples (10 local CSOs, 3 INGOs and Oxfam) 
  • Provide recommendations on how to improve the capacity of CSOs, utilize the opportunities and address the threats to promote accountability and governance program
  • Develop a strategy/ program framework to guide Oxfam’s accountability and governance program.
  • Map potential partners, and key stakeholders (international and local CSOs, Government and the private sector) to work with Oxfam on accountability and governance program 

Key deliverables

  • An inception report within 7 days of the signing of the contract agreement with the consultant. The inception report needs to show the consultant’s understanding of the Terms of Reference, the scope of work and the detailed research methodology. The inception report should also show the work plan and detailed research tools.
  • Report of the general context and the practice assessment with recommendations
  • Report of the capacity assessment of the sampled CSOs with recommendations
  • A strategy/ program guide for Oxfam’s accountability and governance program in Ethiopia.
  • Map/list of potential strategic partners with their area of involvement, target group and reach and other necessary information
  • Facilitate an in-country workshop with Oxfam to review and validate the assessment reports and strategic guide and other deliverables 

Note- all deliverables involve the presentation of drafts on validation workshop, enriching and updating with the comments provided and submission of final products.  

Duration of Assignment

The duration of the assignment is 45 days ( inclusive of weekends) after signing of the contract

Contracting Terms

The cost for this contract will be subject to deduction of the required government tax in line with Ethiopian law. The payment schedule will be agreed upon with the consultant upon successful selection. 

Job Requirements

Required qualification, skill and competencies

  • The consultancy team should have an education background in one or a combination of the following fields (a master’s degree in governance studies, international development, or other related social science fields.)
  • Demonstrate an excellent understanding of the socio-economic condition of CSO operation and the power dynamics in the context of Ethiopia and broadly in Africa
  • Gender representation in the team, and should employ gender lenses and feminist principles in analyzing the capacity and context as well as proposing the program strategy
  • Demonstrate experience of successfully completing similar assignments of conducting baseline assessment and producing a strategic guide on accountability and governance aspects
  • Experience in undertaking quantitative and qualitative research
  • Proven track record in producing and managing high-quality research with experience in development advocacy program strategy, policy papers and briefs

You can collect the TORs from OXFAM Ethiopia Program Office, starting from January 6, 2022. Applicants are required to carefully read through the TOR and based on their interest and previous experience, make a note of the planned timetable and submit a financial and technical proposal by January 14, 2022 (4:00 PM). This invitation to tender has been issued for the sole purpose of obtaining offers for the provision of the quality services requested against the TOR. OXFAM reserves the right not to enter into or award contracts as a result of this invitation to tender. OXFAM also reserves the right to terminate any contract issued as a result of this ITT as set out in the contract terms and conditions.
