SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Currently, SNV is working in eight regional states and the two city administrations of Ethiopia, providing technical assistance and program implementation in Agriculture, WASH, and Energy Sectors. SNV is an open and learning organization that focuses on improving the lives of Ethiopians through a market-based approach inclusive of women and youth. In its new Strategic Plan period (2019 – 2022), SNV will more explicitly aim for systems change including strengthening institutions and kick-starting markets that help many more to escape poverty beyond our projects.
Project Overview:
Kunzila Integrated Landscape Management and WASH (ILMWA) project aims to improve the health, wellbeing, and livelihood of people through improved WASH services in seven Kunzila watershed kebeles of North Achefer woreda in the Amhara region. The project is being implemented since March 2020 and is 5 years project funded by the Embassy of the Kingdom of the Netherlands (EKN).
The project will construct three Multi village water supply schemes that will serve more than 11,000 people each. These Piped schemes planned to serve more than one village are developed in areas with complex hydrogeology. As a result, all the schemes will be managed by organizing public utilities. This is in line with the new guideline (MoWIE, 2018) of Public Utilities for multi-village water supply seeks to fill the gap between community management of simple point sources and full urban utility management. This seeks to retain an appropriate level of community participation but at the same time bring in the professionalization needed to deal with more complex water supply schemes.
SNV is seeking experienced and professional applicants for the position of Public Water Utility Management - Advisor for KILMWA Project in SNV Country office, Addis Ababa.
Job Description
Advisory Services: Advice and support the PM in rolling out of evidence and public water utility management model/ approaches and tools developed.
Knowledge Development: Inform WASH knowledge agenda with the direction set by the ILMWA project implementation modalities, SNV WASH Sector strategy, and donor requirement/EKN.
Project and process development: Develop a detailed implementation plan for the development and management of constructed MVWSS through a public utility model.
People Management: Ensure that all people, regardless of gender and social status benefit from, and are empowered by improved water supply services.
Positioning: Seek opportunities for different kinds of partnership for enhanced quality program implementation and leveraging with the project at kebele, woreda, zone, and region.
Business Development: Identify and advice the PM on potential and new opportunities including donors for resource mobilization or business development that is aligned to SNV sector strategy.
Education: A minimum of University Degree in Engineering, Economics, Environment, Business Administration, Public Administration, Law or other related disciplines.

The position is offered based on a National contract for a term of 1 year with a possible extension.
