Staff Safety and Operation Manager Job Vacancy at World Vision Ethiopia
Purpose of the position:
To support the Country Security Manager in ensuring that effective security measures for the National Office programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.
Major Responsibilities:
Strategy and Planning
- Develop and implement the NO security strategy in alignment with WV security policy
- Ensure CSR standards, processes and procedures are completed.
- Develop staff safety systems and procedures to assist, mitigate and manage security risks with in WVE operation areas.
- Provide leadership/management of the field security officers and security focal persons in country, at the local national level.
- Management of the operations centre staff, during any incidents.
- Work with the National Director to carry out Security Risk Assessments as required/directed. Country Risk Ratings are established and updated as required
- Ensure Core Security Requirements are implemented in line with Country Risk Ratings
- Provide input and support to management in crisis situations and critical incidents
- Engage in and work closely with the Regional Security Director on National Office safety & security assessments and audit.
- Conduct security investigations when needed
- Networking and External engagement
- Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
- Build ongoing networks for sharing security information and coordination.
- Routinely engagement with regional security coordinators & staff in the field, on all security related issues/support requirements,
- Attend internal security meetings & calls.
- Capacity building and Technical Training
- Coordinate the assessment, development and implementation of the national office capacity building plan for security management based on local security risk assessments.
- Plan and implement safety and security training programs for staff.
- Seek to develop a culture of security awareness and monitor staff compliance.
- Main point of contact to the Operations Centre staff, providing leadership/management, mentorship & training as required.
Reporting and Documentation
- Provide weekly security report to the National Office, region and office of corporate security.
- Provide staff safety solutions to SLT, and staff in the field, as required.
- Ensure that all security incidents are reported in accordance with WV Security Policy.
- Conduct performance reviews of the field-based security focal persons.
- Collect, analyze and disseminate security information appropriately.
- Produce all WV Advisories & Directives.
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
Required Professional Experience:
- No previous criminal record or convictions
- REQUIRED: Confirmed employment of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period)
- At least three (3) years’ experience in a proven security field (public, private, and government or NGO sectors). Choose appropriate: o Operational o Strategic / Managerial
- Minimum (2) years’ experience working with UN Agency / NGO plus field security experience.
- Field communications equipment experience, operations and management
Required Education, training, license, registration, and certification
- Bachelor’s degree in Police/Law Enforcement Training
Preferred Knowledge and Qualifications
- Demonstrated ability to work effectively under pressure (particularly in a crisis situation)
- Valid Passport and Drivers License
- Demonstrated experience in designing and delivering training.
- First Aid qualified
Travel and/or Work Environment
- This position requires regular travel between …N O… Field-based Offices and programming areas.
