Job Description

To conduct an assessment on the Human Rights Situation of Prisoners with specific focus on access to justice, detention conditions, the root causes of vulnerability to HR violations in the target four prisons.

Introduction

Center for Justice (CJ) is an independent Ethiopian civil society organization re-registered on May 29, 2019 at Federal Civil Societies Organizations Authorities under registration number #0865 in accordance with Proclamation No. 1113/2019. The objectives of the organization includes promotion and protection of human rights in Ethiopia through strengthening the rule of law , human rights education , documentation and reporting of human rights violations, increasing access to justice , advocating for a national penal policy that promotes effective non-custodial responses to crime, and uses prison as a last resort , promoting humane conditions of detention and social rehabilitation and re-integration of prisoners and promoting peaceful and inclusive societies (Goal 16 of the UN Sustainable Development Agenda) .

 CJ want to see:

Peaceful and democratic societies in which criminal justice systems promote rule of law and protect the human rights of disadvantaged people

Criminal justice systems that respect the rule of law uphold the rights of suspects and defendants and prevent the unnecessary use of pre-trial detention.

Humane treatment and conditions for prisoners and prevention of torture in all places of detention.

Safer communities through rehabilitation, reintegration interventions and interventions to reduce re-offending

Mission

We work to promote criminal justice system that uphold human rights for all; we run practical human rights programmes and support reforms that make criminal justice fair and effective and we work to transform Ethiopia to democratically governed community of nation that offers security to its population and is capable of peaceful conflict management to achieve our vision.

Job Requirements

Qualification and Experience of Consultant

Functional Competencies:

  • Expert knowledge of international, African, and national human rights system
  • In-depth understanding of the Ethiopian legal system and international/regional legal frameworks
  • Sizable experience in conducting research and developing work documents
  • In-depth understanding of criminal law, criminal justice administration and relevant Federal Prisons Proclamation
  • Good assessment and analytical skills
  • Be a team player and ability to work/liaise with various counterparts
  • Good communication and presentation skills

Core Competencies:

  • Ability to produce high quality output in a timely manner while understanding and anticipating the evolving client needs
  • Ability to work independently, produce high quality outputs

Education and Experience

  • A first degree in law and Masters’ degree or above in human rights or related fields
  • Ten years of increasingly responsible professional experience in the substantive area.
  • Extensive relevant experience in research, training and policy-level analysis
