Job Description

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Country Safety & Security Officer Position in Addis Ababa, EthiopiaThis position will support the Country Representative (CR) and Security Department to ensure that the safety and security standards of ACTED staff are high and ensure high-level safety and security of all ACTED assets, property and resources within ACTED sphere of influence and context of operations. They will acquire operational comprehensive understanding of ACTED program in Ethiopia and provide support and advice in terms of safety/security. He/she is accountable for compliance of ACTED security and safety guidelines.

Duties and Responsibilities

Context analysis

  • Provide weekly contextual security report and share with the CR on the different areas of intervention in the country
  • Provide analysis of potential new areas of intervention on need basis

 Security Assessments

  • Carry-on monthly evaluation (Minimum Operating Security Standards (MOSS) self-assessment) for the Addis Ababa office
  • Support the Security Department in carrying-on assessments and evaluations (Minimum Operating Security Standards (MOSS) self-assessment in area of the mission
  • Update Security risks assessment (SEC-05) for the various areas of intervention in country on a monthly basis based on the weekly context reports and weekly incident lists.
  • Support the security department to update SOPs and others security documents as appropriate and share with Coordination and all local staff and ensure the security notice rules are applied.

Operational support

  • Report any damage to perimeter fence, warehouse or other structures of ACTED premises to the Logistics team.
  • Ensure compliance with the MOSS and be responsible for First Aid Kits, Fire Safety and CCTV systems at the ACTED offices.
  • Report on all compound security and reporting from bases on agreed time-frames according to the GAFU (premise follow-up tool). Ensure all compounds are assessed and the SEC-20, SEC-20B, SEC-21 and SEC-22 are filled.
  • Ensure monthly update and display of the emergency contact list at the office.
  • Ensure the access control to the offices (control the visitor books, all visitors have badges, staff to wear their ID, etc.) and timely issuance of ID cards.
  • Ensure a proper level of preparation before movement on the field, transportation means are adapted, a good fleet maintenance, and set movement rules which are adapted to the local context to support the Logistic team in Country.
  • Ensure all staff are briefed before departure and FVPDC is correctly filled-in according to ACTED movement SOP in place.
  • Ensure the follow-up of team’s movements to the field in supervising the check-ins.
  • Ensure Operational follow-up of movements by filling the movement plan for Ethiopia on a weekly basis.

Briefing and training

  • In collaboration with the CR, provide security briefings for all national incoming ACTED staff with follow-up periodically or when applicable.
  • In collaboration with the CR, provide security briefing to staff as needed and ensure that all staffs adhere to security policies and procedures. 

Liaison with humanitarian, military, community and other actors

  • Establish a strong relationship with others security actors, including other NGO/INGO, UNDSS and agencies working in the security management filed.
  • Participate and take notes during the UNDSS briefings.
  • Share security updates with the Security Department

Reporting

  • Fill reports in case of security incident (SEC-03) and follow up as appropriate with CR and coordination
  • Provide weekly incident lists and fill it in the incident data base and SEC-05A.
  • Participate in the writing/updating of Country Security Plan (SEC-01) and annexes.
  • Support the Security Department in proper filing/file maintenance of security related documents.  

Protection Mainstreaming

  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors).
  • Perform other duties as requested by supervisor

Job Requirements

  •  At least 5-6 years of working experience in safety and security field with INGOs or national NGOs
  • Good knowledge of the country context and situation
  • Extensive experience in security management and procedures
  • Demonstrated communication and organizational skills
  • Ability to work well in unstable and frequently changing security environments
  • Willingness to work and live in often remote areas under basic conditions
  • Proven ability to work creatively and independently both in the field and in the office
  • Advanced proficiency in written and spoken English
  • Knowledge of local language and/or regional experience highly desirable
  • Ability to train, mobilize, and manage both international and national staff Flexibility and ability to multi-task under pressure
  • High degree of responsibility and ownership of work
  • Ability to prepare and write official reports
  • Proficiency in Microsoft Office (Excel and Word) and power point;
