The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Health Field Officer 1-Prehospital Emergency Care (12 months fixed term contract) based in Addis Ababa.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and always observes staff regulations and security rules
  • Always represents the ICRC in a professional manner
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Implements Health programs in his/her geographic area or field of responsibility; a special focus will be in First-aid training and prehospital emergency care services development and reinforcement.
  • Conducts field assessments and regular field visits to monitor activities and prehospital emergency care/First aid-related threats to the population and Facilitates field trips and communication with the local population/victims/beneficiaries.
  • Conducts first-aid trainings in trauma related circumstances provided to different stake holders, armed groups and weapon bearers. Supports the staff health department in implementing first-aid training for the ICRC colleagues when requested.
  • Facilitates communication with emergency medical care and first-aid providers and takes part in analysing the overall emergency care system (including coping mechanisms and resources).
  • Ensures proper management of information collected and produces the subsequent reports. Contributes to monitoring and evaluation of projects/activities (e.g. medical activity database, stocks, donations, ICRC ambulance dashboard, emergency medical services monitoring tool).
  • Interprets at meetings and translates documents into local languages.
  • Carries out logistical tasks related to prehospital emergency care and first-aid medical items and organizes distributions to beneficiaries in the field when required.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of prehospital emergency care and first-aid programs. May represent the ICRC vis-à-vis beneficiaries, local authorities, humanitarian players, armed groups, etc.
  • Helps in dissemination of the respect of medical mission (Health Care in Danger) to health professional in health facilities, emphasizing on reporting all violations to the S/D and ICRC protection and health departments.
  • Assists in medical data collection, translation when possible and coordination with the corresponding translators and interpretation (from Amharic language, and Tigrinya language, to English).

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

Job Requirements

  • Degree in medicine or nursing (with specialty in emergency medicine) or in paramedic science / paramedic practice, or two years’ vocational training as paramedic.
  • History of being or is an active volunteer of the Ethiopian Red Cross Society (ERCS)
  • Two to three years’ postgraduate work experience in prehospital emergency medical care and first aid.
  • Technical experience in training/capacity-building.
  • Good knowledge of the assigned geographic area
  • Qualification as a trainer (e.g. in Basic Life Support (BLS), Basic Trauma Life Support (BTLS), Advanced Trauma Life Support (ATLS), Prehospital Trauma Life Support (PHTLS) or First Aid)
  • Fluent command of English, Amharic, Tigrinya, and other local languages is an asset
  • Computer literacy
  • Proficient prehospital Emergency Medical skills, and capacity building. Basic Emergency and Disaster preparedness. Basic public health approach and continuum of care, professional ethics, Infection Prevention and Control knowledge and practice, partnership and stakeholder management
