Job Description

Under the supervision of the Programs Director, the Team Leader – Adolescent & Youth Program (TL-AYP) will oversee the planning and management of Adolescence and Youth program component of the Association. He/she provides strategic leadership and technical support in directing the implementation of adolescent and youth programs using innovative approach and with active participation of young people. S/he liaises with the Clinical Services Department and SRH facilities of FGAE and partner institutions to facilitate the availability, provision and access of young people to quality and gender sensitive sexual and reproductive health information, counseling and services in line with approved global and national standards and guidelines. S/he coordinates and provides support to the activities of the Youth Action Movement (YAM), ensuring that the management and activities of the Group align with the guidelines provided by IPPFARO. Under the guidance of the PD, S/he is the senior technical lead responsible for the design of innovative strategies; periodic review of the achievements of the ARH programs of the Association He/she works closely and harmoniously with relevant staff at all levels – Head Office, Field Office and Clinics to ensure that program activities are implemented and reported in line with approved plan and on schedule. .

RESPONSIBILITIES & TASKS:

  1. Lead the design, planning and management and participate in monitoring and evaluating FGAE Adolescent ARH and Youth Development programs, guiding it towards achieving pre-determined goals, objectives and targets ;
  2. Review and implement strategies for the repositioning of FGAE adolescent and youth program to make it innovative, result-based and responsive to the needs of young people with their active involve in the planning and implementation;
  3. Work with program management team and resource mobilization units to secures grants and local funding for FGAE adolescent and youth programs through proposal development and marketing and local fund raising are effectively utilized; 
  4. Lead the design and the writing of the Adolescent and Youth section of the Annual Program Budget (APB), articulating strategies, activities, anticipated results, targets and performance indicators;
  5. Participate in the monitoring of the use of budget for adolescent and youth programs to ensure value for money, accountability, transparency and cost effectiveness; 
  6.  Prepares, maintains, reviews and submit program reports (quarterly, half-yearly and annually) in line with approved guidelines and on schedule and contributing to the writing of FGAE annual reports and newsletter focusing on the adolescent and youth program area;
  7. Set up and maintain an effective program files and record keeping system for adolescent and youth programs through effective documentation;
  8. Serves as the program liaison between FGAE and various partners and stakeholders involved in adolescent and youth programs including those in the public sector, donor community, NGOs, faith based, community and academic environments;
  9. Assumes responsibility for the day to day problem solving and decision making for programs within the scope of assigned youth development services
  10. Participate in program supervision and monitoring, providing technical assistance, ensuring excellence in program implementation and service delivery and documenting and using findings for planning, strategy review and decision making;
  11. Lead the design of proven and promising cohesive and comprehensive adolescent and youth program models that promotes a healthy lifestyle for young people and make FGAE flagship of youth development in Ethiopia;
  12. Work with the clinical services unit to review and develop guidelines and standards for management of youth friendly centers in line with nationally approved standards for use at all FGAE youth center's;
  13. Provide comprehensive and quality technical assistance to partners especially government in designing and planning and establishment of well-equipped structures for adolescent and youth development activities at national and regional levels; 
  14. Provide sound advice to the Management on the management and re-structuring of FGAE adolescent and youth programs focusing on areas of comparative advantage for increased effectiveness, better results and impact and value for money;
  15. Support the strengthening, development and management of clinical systems related to youth friendly service scale-up, including information, adherence and referral support;
  16. Participate in the design and conduct of training as well as development of training curriculum and other resource materials for youth friendly service providers, RHBs health personnel, peer educators and youth Program Managers as a member of FGAE Training Faculty/Team;
  17. Liaise with the Clinical Services department to agree on strategies and actions for integrating youth friendly services into existing SRH facilities where possible and providing all the resources required for service provision to young people;
  18.  Working with the program team to provide guidance to the Executive Committee of the Youth Action Movement (YAM) as well as developing their leadership skills, confidence building, self esteem through training, technical assistance, mentoring and coaching;
  19. Work with the Executive Committee of YAM to mobilize resources and organize an Annual Camp Program or Retreat or Youth festival for adolescents and young people for intellectual and social interaction; 
  20. Prepare project implementation plan and closely follow up implementation progress of all implementing areas and units, ensuring achievement of set targets and overall results;
  21. Provide leadership to the implementation of various Adolescent and Youth development and related projects of FGAE within the defined budget limit and time;
  22. Collaborate with the Knowledge Management unit in the design and conduct of research activities and survey on adolescent and youth development issues for knowledge gathering to inform or improve program design, planning, management and decision making;
  23. Source and provide information within FGAE on available opportunities for grants, scholarships, training, conferences, seminars and workshops nationally and internationally on adolescents and youth development to enable FGAE explore and access such opportunities;
  24. Based on the invitation by the Executive Director, attend the meeting of the National Executive Board to brief and update Board members on developments and performance of the HIV&AIDS component of FGAE programs and services;
  25. Collaborate closely with key stakeholders, including FMoH, professional associations and other funded programs to advance the country’s youth and adolescent sexual and reproductive health agenda;
  26. Working with the Area Offices to plan, implement adolescent and youth programs of FGAE ensuring quality delivery of activities and achievement of set targets;
  27. Contribute to the development of annual work plans, training plans and organization’s annual budget in line with set guidelines and on schedule;
  28. Organize quarterly program review meeting to review progress against deliverables and build consensus on achieving improvement in implementation and achieving results;
  29. Liaise with the appropriate unit to design and undertake advocacy activities targeting critical audience to contribute to enabling environment for Adolescent and youth development programs at national and regional levels;
  30. Serve as the focal person for FGAE on the ARH Technical Working Group (TWG) in the Ministry of Health, MoWCY; etc;
  31. Perform any other duties as assigned by Programs Director.

Job Requirements

Qualification in Relevant Field of Study: MPH/MA/MSC in Public Health, Demography, Social Work, Sociology and related health studies

Minimum Years of Relevant Experience:  6 years of which must have a minimum four(4) years experience after Master degree , shall posses progressive experience of 3 years in managing at the middle level management position; coordinating and implementing Adolescent and Youth program especially in the NGO sector

Desirables: 

  • He/she must come with sufficient knowledge of workings in the NGO sector and the SRH situation at national and regional levels.
  • He/she must be knowledgeable of issues around AYRH policies and strategies at national and sub-national levels .
  • Computer skill in relevant software is desired
