 JOB SUMMARY:

Amref Health Africa is seeking a Knowledge Management and Communications Advisor to provide technical leadership and support for the USAID Integrated Youth Activity (IYA) that aims to empower youth to advance their own economic, civic and social development across 18 secondary urban cities of Ethiopia. This position will support the M&E Director in designing and leading the implementation of IYA’s knowledge management systems, overseeing the implementation of the virtual space and documenting and sharing the program’s progress, innovations and success stories through meaningful engagement of young people. S/he is responsible for the development of knowledge management platforms, data generation, data capture, data synthesis and data sharing processes among the consortium partners, leading to effective program implementation. This position will internally and externally communicate such knowledge, products, experiences, success stories and innovation, increasing IYA’s visibility with beneficiaries, government counterparts and donors.

DUTIES AND RESPONSIBILITIES

The Knowledge Management and Communications Advisor will have the following duties and responsibilities:

Systems Strengthening

  • Design knowledge management strategy for IYA based on program needs assessments and engagement of young people; and develop and implement IYA’s knowledge management system based on assessment with specific objectives and M&E plan;
  • Create opportunities to generate knowledge, and capture and synthesise all information through knowledge management tools and technics; establish a systematic approach to ensure consistency;
  • Work with IYA staff to create user-friendly knowledge sharing mechanisms as part of the overall IYA knowledge management platform; this may include program fact sheets, roundtables with youth and stakeholders, robust virtual platform and case studies;
  • Coordinate and collaborate with technical advisors, ICT and other managers of the MEL unit in the design and implementation of the IYA knowledge management system and ensure resources are available for full implementation;
  • Support the M&E director and other project staff in the development and implementation of Activity Monitoring, Evaluation, and Learning Plan (AMELP), including adaptation/development of knowledge management and learning indicators;
  • Ensure knowledge management system feed the collaborating, learning, and adapting (CLA) approach

 Technical Support

  • Closely work with IYA staff and consortium members to design and organize training on knowledge management system implementation, including virtual space utilization and experience sharing practices;
  • Provide support to the M&E and program team on how to better generate, capture, synthesize and share knowledge with youth at the center, through a wide range of communication medium; to ensure that success stories and scientific publications are prepared and disseminated broadly;
  • Interact and build relationships among IYA and Amref’s staff and other projects to integrate and streamline knowledge management products and deliverables;
  • Develop systems and processes which assist IYA staff to easily access and use data, learning, knowledge (internal and external) and evidence of impact to improve existing practice and to inform decision making, planning, project wide activities.
  • Serve as the lead person in IYA to respond to queries and issues with regard to knowledge management issues and capacities;
  • Ensure the quality assurance of content disseminated through all knowledge management platforms, in close collaboration with IYA Directors and advisors;

 Data Management and Use

  • Create systems of data collection, analysis, and reporting on the use of the knowledge management platforms;
  • Lead in organizing experience sharing and acquiring knowledge from project staff and consortium partners in advancing the project’s knowledge and learning processes and increase collaboration among the partners;
  • Be responsible for the analysis of social networks and formation of communities of practice within the IYA’s consortium;
  • Provide support and technical assistance to project staff on data visualization and utilization;
  • Analyze the effectiveness of these knowledge management systems and detail plans of actions and report to IYA’s consortium for better implementation and use;
  • Support IYA MEL team in assessments and research, including survey tool design, training of data collectors, supervision of data collection and entry, data analysis and reporting, and dissemination.

Reporting

  • Monitor knowledge management indicators and report performances against established targets; Support in the compilation of IYA’s quarterly, semi-annual and annual summary reports and collate, analyse and disseminate data to improve project performance and informed decisions;
  • Ensure IYA stakeholders have access to the latest project implementation status/information and apply that to improve similar programs and practices;
  • Document and disseminate the initiative’s innovative and sucessful experiences and achievements, including publications and best practices generated through knowledge management system to relevant stakeholders of the activity.

 Communications

  • Facilitate communication and use of knowledge sharing and learning products to the consortium members, other projects within Amref, and external entities, including government and non-government organizations; this includes IYA’s participation and contribution to USAID’s Development Experience Clearinghouse, other global health repositories, as appropriate, to disseminate program learning;
  • Lead in organizing learning forums for best practices and success stories, and ensure on-going learning and adapting;
  • Networks and collaborates with IYA’s consortium, the GOE and other non-governmental agencies, and donors on knowledge management and learning agendas;
  • Work with IYA technical teams to develop program briefs and fact sheets and update regularly; Contribute to articles and lessons learned for IYA and donors e-newsletters, websites, and other electronic or print media outlets;
  • Work with project technical on communicating events such as launchings, disseminations workshops, review meetings, field visits by developing the messages, press release and brochures appropriate for each event;
  • In collaboration with the M&E team and technical leads, initiate or accompany field visits to intervention areas to collect quality photos, quotes, and materials suitable for success stories and use in the communications work;
  • Provide support to the IYA staff to ensure that standards expected in all USAID and Amref’s communications are met, and ensure awareness of and standardization in use of donor and organization branding in all our communication within the country team;
  • Perform other duties as assigned by immediate supervisor.

Job Requirements

  • Master's degree in statistics, health informatics, marketing or social science or equivalent education and at least 7 years work experience;
  • BSc degree in statistics, health informatics, marketing or social science or equivalent education and 10 years work experience;
  • Experience cultivating relationships and collaborating with a variety of Ethiopian stakeholders including youth, government ministries and officials, NGOs, donors, the private sector, and community-based institutions;
  • Excellent interpersonal and communication skill; Experience working collaboratively with teams from diverse backgrounds
  • Knowledge and experience in different data base and statistical packages (DHIS2, SPSS, STATA, Epi Info, Microsoft office applications)
  • Spoken and written fluency in English and Amharic
  • Demonstrated commitment to creating a learning environment in an activity including experiences leading knowledge management practices
  • Strong presentation, reporting, and communication skills; Ability to work effectively under pressure
