Description

DAI Global Health is seeking a Chief of Party (COP) for the anticipated USAID-funded Private Health Sector project based in Ethiopia. The five-year activity will build on USAID’s previous work in Ethiopia aimed at improving critical public health services by engaging private sector health facilities to deliver high quality, affordable care for priority health services including malaria, TB, reproductive health/family planning, and maternal, newborn, and child health.

The COP will provide overall leadership, management, and technical direction to the project, and will serve as a key liaison between the project and USAID/Ethiopia, implementing partners, the Government of Ethiopia (GoE), local stakeholders, other donors, and the private sector. This position is contingent upon the funding and approval of key personnel. The position will be based in Addis Ababa, Ethiopia. Ethiopian Nationals are strongly encouraged to apply.

Responsibilities

  • Lead the effective and efficient delivery of the project, within budget, ensuring that USAID expectations and program Key Performance Indicators are met and exceeded.
  • Lead coordination and communication with the DAI home office and backstopping support.
  • Serve as principal liaison with USAID, Government of Ethiopia counterparts, and community stakeholders on project communications and technical implementation activities in a productive and politically sensitive manner.
  • Manage the development of, and monitor, work plans and budgets; ensure appropriate levels of technical assistance in project operations; oversee and coordinate with key stakeholders and partners; and, ensure appropriate project monitoring and reporting.
  • Manage, lead, and oversee all project staff, consultants, and subcontractors in achieving project results.
  • Oversee the participatory planning process to produce a strategic plan for project deliverables.
  • Oversee the design and implementation of strategies for creating and maintaining private sector relationships and private-public sector communication and coordination between host governments and local stakeholders.
  • Ensure quality of project outputs are fully aligned with DAI and USAID requirements through mentoring, training, and monitoring of staff and partners.

Qualifications

  • MD and/or advanced degree in public health, business administration, supply chain management, international development, or related field.
  • Minimum of 10 years of demonstrated successful leadership in managing large, complex programs in a similar country context which includes experience as a COP, Team Leader, or project director of donor-funded health program, preferably in Ethiopia.
  • Experience designing, managing donor-funded projects to improve access to essential quality health services in the private sector, grow the enabling environment for the health private sector to thrive, and improve the use of evidence-based interventions and learnings for better decision-making.
  • Extensive experience working with/in the private sector for the delivery of affordable, quality priority health services, including malaria, TB, reproductive health/family planning, and maternal, newborn, and child health.
  • Demonstrated understanding of USAID’s Private Sector Engagement policy, private sector health systems, innovative finance, and public-private partnerships.
  • Proven ability to cultivate effective working relationships to engage with the senior government and its counterparts at the national and sub-national levels, as well as other key stakeholders such as donors, other implementing partners, NGOs, civil society, academia, and the private sector.
  • Extensive knowledge of USAID policies, procedures, and approaches related to project design/implementation, budgeting, monitoring, and evaluation.
  • Ability to establish and maintain working relationships with internal/external business partners and government agencies. Demonstrated strong networks within the private sector and development industries.
  • Ability to work under pressure and deliver under tight deadlines continually.
  • Experience in East Africa, with experience in Ethiopia highly preferred.
  • Excellent organizational, analytical, interpersonal, and oral and written communication skills.
  • Fluency in English required, working knowledge of Amharic a plus.
