Job Description

Chemonics International seeks experienced MHEs Maintenance Service Transition Advisor for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project.

GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

Short term MHEs Maintenance Service Transition Advisor

The Global Health Supply Chain Program– Procurement and Supply Management (GHSC-PSM) project Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve long-term availability of health commodities.

Purpose

As part of its activities, GHSC-PSM will provide technical assistance and maintenance services for material handling equipment (MHE), such as electric reach trucks, and standby generators. This technical assistance includes preventive and corrective maintenance services to the Ethiopian Pharmaceuticals Supply Service (EPSS) in order to improve the quality of service and create a sustainable operation through increased machine uptime and extended service life of MHE and standby generators. As per the joint transition plan with EPSS, GHSC-PSM’s MHE maintenance support will be fully transitioned to EPSS by April 30, 2022. Therefore, the MHE maintenance service Transition advisor will ensure smooth transition of the service through providing technical supporting to EPSS general service director and procurement team to hire a maintenance firm in shortest time possible. The advisor will closely work with the EPSS team in the preparation of bid document, and support evaluation, selection and contracting of a maintenance firm processes.

Principal Duties and Responsibilities

  • Adopt maintenance service scope of work to fit public procurement framework
  • Provide technical assistance in preparation of MHE maintenance service bid documents and support EPSS to float the bid
  • Provide technical assistance in the evaluation and award of the service
  • Provide support in preparation of service level agreements
  • Provide support on the development of service level agreement performance monitoring measures
  • Support EPSS to prepare MHE spare parts procurement bidding document as well as bid evaluation and contract agreement with supplier
  • Support EPSS in developing performance measures for the supplier monitoring
  • Develop suppliers and service level agreements performance report 

Level of Effort and Location

  • This short -term position will be for two months and based in Addis Ababa, Central EPSS office.

Supervision

  • The Short term MHEs Maintenance Service Transition advisor will report directly to EPSS Director General and GHSC-PSM HSCO Director

Deliverables and Milestones

  • Final Bid Document for MHE maintenance service level agreement
  • Signed service level agreement with Firm
  • Final Bid Document for MHE spare part procurement
  • Evaluation and Selection of supplier
  • Signed procurement contract with Firm
  • Monthly and final overall technical assistance report

Job Requirements

  • Bachelor’s Degree in Supply Chain, Logistics Pharmacy, or other related fields; advanced degree preferred.
  • Minimum of seven (6) years of experience in pharmaceutical supply chain management
  • Experience in outsourcing vehicle/MHE maintenance service
  • Experience of service procurement in public sector preferable.
  • Proven experience working/ managing public sector procurement
  • Excellent interpersonal and communications skills
  • Demonstrated ability to work with cooperating partners in implementing complex programs
  • Fluency in English required
  • Demonstrated leadership, versatility, and integrity
