Job Summary:

You will be a point person majorly in the execution of the Tigray Region Emergency Response HR strategy and operational plans as well as CRS partners in support of high-quality programs serving the poor and vulnerable. You will provide responsive, high-quality service to address HR programs, services and operations needs in all the areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies, staff care, and employee administration.

Job Responsibilities:

  • Liaise with the CRS Mekelle Senior Management team, including the PDP Manager, programming and operations leads in identifying their HR needs, develop HR plan and ensure that the recruitment process is initiated in accordance to best practices, CRS protocols and adapted to the operational context.
  • Ensure personnel requisition forms are completed for each position, review Job Descriptions and post vacancies in a timely manner, accessible to a wide internal and external audience.
  • Work with Hiring Managers to prescreen applicants’ longlist and come up with possible shortlists.
  • Organize periodic orientation for new employees and coordinate other core trainings required for the staff in collaboration with the requesting unit as advised by the Addis-based HR Manager.
  •  Advise Hiring Managers and or supervisors on safe recruitment, effective interviewing and selection techniques as needed to ensure sound hiring decisions are made.
  • Ensure that all recruitment and selection processes are in line with CRS HR Policy and in compliance with Ethiopia employment law/legislation.
  • Ensure that probationary objectives are developed for probationers, CRS Mandatory trainings are completed (online and offline as appropriate), and their performance is reviewed accordingly for decisions regarding extension. 
  • Coordinate with the Country Office HR team for inter-team support on recruitment activities.
  • Coordinate staff promotion, transfers, TDY, acting assignment, seconded agreement and other related activities when requested in accordance with CRS HR policies and authority matrix.
  • Provide necessary day to day HR operations of the CRS staff benefits portfolio such as leave, medical insurance, monthly Timesheet & Overtime and other HR related issues in coordination with Country Office HR team.
  • Organize staff on-job and off-job training sessions.
  • Ensure all the required personnel related documents in each employee personnel files and/or HRIS that adheres to required CRS, donor, and local law regulations.
  • Ensure that staff performance is managed with the existing performance management process inclusive of setting of job objectives, mid-term performance review and annual performance assessments.
  • Provide weekly, biweekly, or monthly reports on Recruitments and other HR issues as requested by HR Manager.
  • Manage CRS/ET education Assistance as well the short-term training Policy program; maintain a tracking system of training received by staff to help ensure follow-up and to maintain fairness in allocation of training among staff;
  • Review and recommend required changes and amendments to the HR manual as needed in order CRS remain complaint with law and competitive with peers in the humanitarian assistance industry.
  • Monitor the culture to ensure staff actions reflect CRS guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued. Serve as a focal point for Code of Conduct & Ethics and contribute to ensuring adherence and accountability to Safeguarding policies, in collaboration with the protection and safeguarding team.
  • Support record keeping through personnel files and/or HRIS that adheres to required CRS, donor, and local law regulations. As needed provide analytical reports on HR-related data, metrics, and trends to support decision-making, workforce planning and development.
  • Provide support to the Protection, Gender and Safeguarding units as per the specified sector-HR action plans and as required.

·        Perform other duties as instructed by HR Manager.

Job Requirements

Typical Background, Experience & Requirements:

  • Bachelor’s degree in Human Resources management or Business Administration strongly preferred or equivalent relevant experience with completion of HR certification or courses.
  • Minimum of five years’ work experience in Human Resources policies and practices, preferable with an international or local NGO and good knowledge of HR best practices and standards
  • Experience with capacity building, including training and mentoring as well as developing training materials.
  • General knowledge of technical principles and concepts in Human Resource Management.
  • Strong report writing skills.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
