Background

Job Summary and Purpose

The Driver & Liaison is responsible for the safe transportation of passengers and goods and for the overall condition and cleanliness of his/her vehicle. She/he will also play a role on supporting Procurement and liaising activities of the organization                 

An ideal Driver & Liaison would be able to translate his professional expertise for vehicle management, procurement and liaising activities and implementation of organizational policy for supporting effective implementation of effective program implementation of WWI Ethiopia office

DL will work closely with the Administration & Finance officer to ensure efficient and high-quality delivery of the role. Specific DL responsibilities include:

 Having secured investment to deliver our strategy we are now seeking a qualified Driver & Liaison to join our team in Addis Ababa for the safe transportation of passengers and goods, supporting Procurement and financial activities related with bank and collection of quotations and supplies as per the specifications set on Purchase requisitions and purchase orders respectively. 

Vehicle Management

  •  Drive at sensible speed within legal limits.
  • Observe all traffic laws, show consideration for other road users and pedestrians and respect road conditions.
  • Wear seatbelt whilst driving and insist all passengers do likewise.
  • Drive with due care for the vehicle itself, so as not to damage vehicle bodywork or engine.
  • Always Wash the vehicles and maintain cleanliness.

Fuel Management

  1. Drive economically.
  2. Refuel the vehicle as per the need.
  3. Fill in all fuel vouchers or paperwork when you fill the vehicle
  4. Perform daily vehicle check at start and end of each day, and record kilometre start and end of each day in vehicle Log Book.
  5. Keep vehicle clean, inside and out.
  6. Check-up before departure on long trips.
  7. Before each journey check the fuel levels and emergency kit.
  8. Inform any vehicle faults so that repair can be arranged and update Vehicle Logbook.

 Security & Communication

  • Plan trip, the location of overnight stays, considering no driving after 18.00pm
  • On all trips ensure vehicle has a spare tyre, Highjack lift and reliable and appropriate means of communication.
  • Agree frequency of reporting with line manager.
  • Hours of work as required for trip, but no night driving (after 18.00pm) except in emergencies or approval by Regional Programme Manager
  • Keep trip log, noting kilometres and location when refuelling and at end of day.
  • Report regularly on progress by mobile phone.
  • Report any incidents, security or otherwise, after trip (or during trip where serious).
  • No unauthorised passengers in the vehicle except with the permission of the Regional Programme Manager.
  • Always assure the safety of the passengers through safe driving
  • Slow down and turn off radios when approaching checkpoints. If driving at night light your interior light.

 Financial

  •  support in collecting documentations from bank, Perform bank transactions as per to the guidance from Finance & Admin Officer

Accidents

  • Inform Line Manager/Regional Programme Manager immediately regarding any accident including nature of accident, injured parties, damage to vehicle and any other essential info (location, time, etc). With Line Manager, fill out Accident Report in full for any accident.

 General / Administrative

  • Log all trips on daily vehicle movement log book.
  • Carry out vehicle inventory check as per Vehicle check list
  • Vehicles to be returned to the WWI compound at the end of the trip in line with the cut off time of driving
  • Keep driving license current.
  • Inform Finance & Admin Officer at least 2 weeks in advance of any leave requested.
  • Comply with Rules and Procedures for WWI Driver Policy.
  • Be mindful of WWI’s reputation always.
  • No consumption of alcohol and drugs during work hours nor reporting for duty whilst under the influence of either the above. No consumption of alcohol in the prior 8 hours before reporting for duty
  • Complete the Log book for each journey each day ensuring that the team leader/responsible staff signs for each journey
  • Transport of Goods
  • Sign Packing List for goods being transported.
  • Get consignee to sign Packing List for receipt on delivery.
  • Give signed Packing Lists/Delivery Dockets to responsible staff on return.
  • Ensure that the delivery of goods/documents is done in a timely manner and prioritised per direction given by the Finance & Admin officer. 

 Procurement

  • Assist the Finance & Admin Officer in request for quotation or Enquiry forms for all required suppliers and service providers, with all specifications, indicate closing dates to receive quotations, with strict adherence to WWI/donor rules and regulations, receive quotations for procurements based on requirements/specifications and on a bid analysis as per the received quotations and together with PCOM/ Bid COM
  • In liaison with the Finance & Admin Officer coordinate the reception of goods from supplies and follow up with suppliers / transporters on items missing or damaged
  • Assist to ensure payment of suppliers is made promptly and that the finance department receives all the necessary documentation.
  • Ensure procurement is undertaken in a timely manner to minimize disruption to programmes.
  • Provide advance warnings of delays / shortages or other problems to the requesting department
  • Develop a clear knowledge and understanding of WWI procurement procedures and ensure that all purchases are fully compliant with WWI/Donor rules and standard procurement regulations.
  • Make sure that all suppliers are dealt with fairly and equally. You must never use your position for personal gain and should refuse any gifts that are offered by suppliers.
  • Ensure items are never purchased from family members. If a conflict of interest arises you must declare and request the involvement of an unbiased WWI colleague in relation to the specific order / issue.

 Other Duties

  • Cooperate with all members of the WWI team and develop a good working relationship with all staff; always carry out duties responsibly and act in a professional manner.
  • Inform the Finance & Admin Officer of any difficulties or problems encountered.
  • Perform any other duties as assigned.

Key working relationships and logistical arrangements

The successful applicant will be part of the Water Witness Ethiopia programme & support staff team, which is head quartered in Addis Ababa. S/he will work closely with the Finance & Administration Officer to help for achieving organizational strategies.  

Reports to: Administration & Finance Officer

Post: The position is based in Addis Ababa at the Water Witness Office

Travel: The Position would require regular travel, including to remote field locations in Ethiopia

Term:1 year fixed term contract, with possibility of extension subject to performance and funding

Person Specification

The successful applicant will be able to demonstrate the following:

 Experience and qualifications:

  • Diploma or Certificate in Auto mechanics or related fields
  • Minimum 5 years’ experience as a driver/driver purchaser and Liaison
  • Valid driving license (3rd grade/ “Hizib 1”) for the relevant category of vehicles
  • Experience in INGO
  • Ability to work fast and accurately under pressure
  • High level of honesty, commitment and expertise
  • Good inter-personnel and communication skills

 Desirable

  • Diploma or certificate in business administration, Supply Chain, Logistics or Procurement management
