  • The PHEM officer will report to the Travel and border Health Service Directorate, PoE case team
  • Each PHEM officer will be based at each points of entry with some travel to Addis Ababa for work assignments with EPHI.

Contract Duration and Remuneration

  • The contract will be for one year with possible extension based on the satisfactory performance and the need as of business continuity.
  • The Government of Ethiopia has received financial support from the World Bank- ACDC to strengthen communicable disease control at points of entry. To strengthen communicable disease control at points of entry, Travel and Border Health service Directorate, the directorate responsible to oversee the points of entry related tasks, is planning to recruit traveler’s health screeners and coordinators at a position of Public Health Emergency Management Officer for the selected points of entry (PoEs) with high traveler’s movements and/or high risk of the public health threat.
  • The PoE’s traveler’s health screeners and coordinators will work under the supervision of the Ethiopian public health institutes and directly reports to the EPHI. The specific location for this job position will be at the selected points of entry. The specific role and responsibilities of them has been mentioned below under job description section of this document.

Objective

The objective of this post is to have fully dedicated health screeners and coordinators that implement public health measures at PoE as per the IHR 2005 and domestic law. The traveler’s health screeners and coordinators will be a public health expert with demonstrated experience in public health emergency response and understands the complex interplay within and between sectors as well as governmental and nongovernmental organizations working at PoEs. 

Public health emergency management officer at point of entry will coordinate and perform activities related with communicable disease control: passenger’s health screening, aircraft inspection/vehicles, human remains/ashes control, cargos and parcels inspection and others. 

Roles and Responsibility:

  • Conduct passengers health screening activities per the existing working protocols at point of entry
  • Coordinate rapid response team at point of entry in case of evacuation/transport of suspect from conveyance, within the point of entry and to the quarantine centers, temporary isolation centers and treatment centers
  • Fill travelers health declaration form and perform data entry into the available electronic database
  • Conduct inspection on both outgoing and incoming on human remains/ashes and ensure that it is free from infectious disease and provide release permit.
  • Conduct aircraft inspection and produce disinfection certificate for the outgoing aircraft.
  • Request and receive disinfection certificate for the aircraft arriving from yellow fever belt regions at arrival gates.
  • Conduct further assessment for suspect passengers who have travel history to the affected countries of public health emergency of interest.
  • Fill the evaluation form for the suspects/alert admitted to the temporary isolation unit
  • Prepare weekly work and duty schedules for the health workforce under his/her supervision, if any at point of entry.
  • Adhere to the discipline and infection prevention control measures at point of entry per the working protocols
  • Evaluate the suspect detected onboard flight and/or in the vehicles and advice safety measures to aircraft operators and other passengers. 
  • Escort the suspect detected in the aircraft and or / in the vehicles and transport to the designated temporary isolation unit and handover the activities to the next shift officer timely and in an orderly fashion. 
  • Conduct brief meeting with the next shift officer about the situation on his/her schedule.
  • Verify /track lost passengers reported from the directorate passenger’s database with immigration office at bole international airport.
  • Communicate /coordinate with Aircraft traffic controllers/tower, Aviation and Ethiopian airlines in case of suspect reported from aircraft at airport.
  • Liaise with the point of entry emergency clinic/designated health facility for the passengers that need other medical care.
  • Communicate with the travel and border health service directorate head in case of suspect passengers transferred to the treatment unit and other designated facilities.
  • Oversee the availability of the necessary supplies and equipment’s at airport screening sites and temporary isolation unit.
  • Identify gaps and challenges with his/her shift and report to the case team lead.
  • Regularly monitor the supplies and equipment at the airport.
  • Prepare daily /weekly report. 

Job Requirements

  • BSc degree in environmental health science with a minimum of 10 years of work experience or MPH/MSC with a minimum of 8 years of work experience or PhD with minimum of 6 years of work experience
  • Effective in communication, multi-tasking, organizational and prioritization skill
  • Ability to work with team members/groups
  • Working under hard environment with additional extra time accordingly
  • Professional discipline, dressing and hair style will not be compromised
  • Ability to work day, mid night and night shift as necessary as possible
  • Punctuality on job is strict
  • Experience of passenger health screening at points of entry is advantageous
