 Project overview

The USAID Transform: Primary Health Care project is a five-year project funded by USAID and implemented by a consortium of partners including Pathfinder International, John Snow incorporate (JSI), Ethiopian midwife association (EMwA), Malaria Consortium, EnCompass and Abt. associates in collaboration with the local government partners. USAID transform: Primary Health Care Project works in prevention of child and Maternal deaths (PMCD) and improving engagement with the Government of Ethiopia (GOE) on the implementation of its health sector Transformation Plan (HSTP). It focuses primarily in the areas of maternal, newborn and child health; and family planning and reproductive health within Ethiopia’s five regions- Amhara, Oromia, Sidama, Southern Nations, Nationalities and People (SNNP), and Tigray Region.

Renovation of health facilities is considered part of the project implementation methodology to improve quality of health services through infrastructure improvement of facilities. The improvement work planned is provision of new delivery block to selected health facilities.

 Scope of Work (SOW)

• To improve the quality of the health service and maternal health outcome, it is planned to construct new Delivery Blocks in selected health centers in different regions.
• The construction work requires continuous inspection of work items before covering up and continuing to other activities by the contractor.
• The proposed site engineer is expected to do inspection work for at least three sites from his/her base at Jimma town with travel to the renovation facilities. The facilities are: -

1. Nopa Health center (Oromia region, Ilu Aba Bora zone, Nopa town)
2. Yadota Health Center (Southwestern Ethiopia Region, Saylem Woreda)
3. Yelowerbete Health Center (Southwestern Ethiopia Region, Dawro Zone)

• In three months, the following major activities are planned to be executed by the contractors in each site and we shall provide proper inspection according to contract documents.
• Earth work (Excavation, fill & compaction) and Retaining wall at Nopa HC.
• Foundation mat concrete work, Super structure concrete work, Block work, structural steel fabrication & installation in all three health centers.
• Cement plastering, Roofing, metal door & window fabrication and installation in Yellowerbete & Yadota health centers.

• Conduct work inspection as per the specification and design drawings for all three health centers (including materials used, workmanship, test methods and procedures, material fabrication process in workshops and on site, use and delivery of only approved materials before installation, and others).
• Perform quality assurance inspection for each section of work before the contractor proceeds to the next activity for all three health centers.
• Inspect and record construction defects and follow their correction for all three health centers.
• Follow construction progress, identify any delays and propose possible solutions at early stages for all three health centers.
•  Conduct weekly site meetings with the contractor staff to discuss three phase inspection procedures (Preparatory phase, Initial Phase and Follow-up phase).
•  Prepare weekly and monthly construction progress reports for all three health centers. - 100%

Deliverables

• Construction of Delivery Blocks and related works in Nopa, Yadota & Yellowerbete Health centers.
• Completion of all foundation, concrete structure, block work and roof steel structure in all three health centers.
• Completion of cement plastering, roofing, metal window and doors in Yellowerbete and Yadota Health centers.

Job Requirements

Basic requirement 

• BSc degree in Civil Engineering or Construction Technology and Management.
• Minimum 2 years of experience as site engineer and leading and handling different constructions.
