The organization is looking for experienced candidates to health facilities where it is providing programmatic supports on HIV/AIDS prevention, treatment, and care for the following positions.

Position Summary:

The Prevention Program and AU Liaison Manager is expected to design and provide AHF-Ethiopia HIV Prevention and Africa Union (AU) Advocacy Program leadership & management, and oversight the HIV prevention activities among AHF Ethiopia sites and partners. The manager will ensure adequate management of demand creation, supportive supervision, quality management, linkages into care & treatment, strategic development & programmatic expansion, training & capacity building, successful partnerships, financial management, logistics management, etc. This position also takes the responsibility for all HIV prevention program expansions in different parts of Ethiopia and building AHF’s profile and engagement at the AU.

Essential Duties and Responsibilities:

PROGRAM AREA: PREVENTION PROGRAM MANAGEMENT

Areas of Responsibility

Key Activities

Programmatic leadership and staff management

  • Provide programmatic leadership to HIV prevention and effective coordination of related operations
  • Human resource planning, staff supervision and performance management
  • Plan and conduct routine team meetings to discuss performance and key program issues

Demand creation and marketing

 

  • Identify and implement appropriate mechanisms to create effective demand and improve uptake of HIV prevention services
  • Participate in development and design of culturally appropriate Information, Education and Communication/ marketing materials including pre-testing and dissemination
  • Continuously evaluate the effectiveness of the different methods used for demand creation and marketing of prevention services

Strategy development and program planning

  • Develop effective and efficient strategies for delivery of HIV prevention services consistent with AHF global strategy
  • Spearhead annual planning and budget preparation for the program
  • Development of short-term and medium-term implementation plans e.g. monthly and quarterly activity plans
  • During program expansion, conduct assessments of health facilities to determine program needs in preparation for scale up of HIV prevention services

Biomedical and behavioral prevention services provision

  • Ensure routine provision of HIV Testing services and use of innovative/targeted/high yielding approaches to reach out to key and vulnerable populations
  • Ensure condom education and distribution are conducted targeted at populations in greater need. Innovative approaches should be deployed to ensure sustainable access to condoms and condom commodities
  • Ensure Sexually Transmitted Infections screening and management including cervical cancer screening are integrated into routine prevention services targeting high risk individuals/populations
  • Ensure implementation of primary prevention programs aimed at reducing of HIV infection and associated sexual reproductive health challenges targeting high risk groups of key interest to AHF i.e. Young Peoples program and Girls Act

Linkages into treatment and referral for HIV prevention services

  • Ensure clients diagnosed HIV positive are proactively followed up and linked to treatment and negative clients to appropriate HIV prevention services
  • Ensure linkage protocols, referral directories and supportive community structures are in place to facilitate/guide implementation of linkages to appropriate services among sites and partners
  • Identify NGO/CBO partners or government agencies that provide services that are not within AHF capacity and make appropriate referrals of clients

Support supervision and quality management

  • Ensure compliance to national prevention services policies, implementation guidelines,  standards and protocols
  • Ensure internal quality control is routinely done and HIV Testing sites/partners are enrolled on the appropriate national external quality assurance schemes implemented by the national reference laboratory or authorized body
  • Plan for and conduct quarterly supervision of HIV prevention activities for sites and CBO/NGO partners
  • Maintain a vital link with Department of Health and national professional bodies to ensure timely acquisition of policy updates changes and ensuring adoption immediately/roll out

Training and capacity building

  • Identify training needs for HIV prevention staff cadres among sites and partners.
  • Plan and conduct training, mentorship and coaching for staff cadres involved in HIV prevention services delivery to bridge knowledge and skills service gaps and improve quality e.g. HTC training, condom education, linkages, STI/Cervical cancer screening, etc.
  • Devise mechanisms to effectively evaluate HIV prevention trainings geared at assessing progress of learning and value for money

Financial management

  • Ensure timely disbursement of funds to sites and partners to facilitate implementation of activities
  • Ensure timely and accurate accountability of funds advanced to staff, sites and partners.
  • Ensure staff, sites and partners understand finance management guidelines/policies.

Performance monitoring, reporting and documentation

  • In conjunction with the M&E department plan and conduct routine performance reviews with sites and partners to evaluate progress
  • Monitor program performance on a routine basis geared at attainment of set goals and targets and resolving challenges affecting performance
  • Use program data to regularly inform decision making and planning
  • Ensure routine, accurate & timely program performance reports are compiled & submitted
  • In conjunction with M&E department ensure data reported is validated to guarantee accuracy and completeness
  • Document success stories and participate in operations research

Management of HIV prevention logistics

  • Conduct routine logistics planning and forecasting to ensure adequate stocks of HIV prevention commodities (HIV Test kits, condoms, medical supplies, etc.) are available to meet program needs.
  • Liaise with the Ministry of Health (MOH) to obtain complimentary stocks of HIV test kits condoms and other prevention commodities 
  • Coordinate with national bureau of standards to ensure quality of condoms imported by AHF
  • Participate in procurement processes to ensure quality items are procured/supplied.
  • Implement effective controls to ensure efficient utilization of prevention logistics
  • Ensure availability of adequate warehousing to facilitate proper storage of prevention commodities
  • Compile routine inventory reports

HIV Service Marketing

  • Conceptualization and implementation of country marketing and branding strategies working in close collaboration with the treatment and prevention teams.
  • Lead the development of country marketing plans designing and production of marketing materials, tools, and job aids, and other marketing materials
  • Lead social marketing campaign roll out and strengthen media relations.
  • Working with the country teams to provide technical assistance in developing effective marketing messaging, branding, planning and monitoring the implementation of AHF’s marketing plan, and evaluating ROI on marketing drives.

Other duties

  • Ensure regular liaison with relevant government bodies and departments.
  • Represent AHF Ethiopia at national HIV prevention meetings, Technical Working Groups and other strategic fora
  • Other duties may be assigned depending on programmatic need

PROGRAM AREA: AFRICA UNION LIAISON ROLE

Areas of Responsibilities

Key Activities

Strategic Leadership over Advocacy Efforts

  • Provide strategic leadership and coordination of advocacy efforts targeting AU institutions and decision-makers.
  • Build and maintain relationships with relevant departments, technical staff, policy makers and decision-takers in the targeted AU institutions, and where possible recruit ‘political champions’ for AHF’s advocacy and campaign goals.
  • Ensure that AHF has current and up-to-date information on policy development and actors within the AU region that are relevant to our policy advocacy priorities, and ensure this information is effectively shared with the Bureau Advocacy and Communications Team
  • Facilitate AHF’s active participation in key AU high-level meetings, summits or conferences, creating an opportunity to influence discussions as a key player in the public health sector.
  • Build and maintain relationships with civil society actors and social movement allies working with the AU on our priority issues and where desirable & possible, undertake joint planning with these networks for common policy advocacy actions.
  • Document and disseminate policy positions and emerging issues within the AU with the Bureau Advocacy and Communications Team.
  • Work with the media to ensure that policy positions are well represented in relevant media including social media. Ensure up to date communication with the Bureau Team to have representation of policy positions in media at continent level.
  • Coordinate AHF’s public messaging in Addis in close collaboration with the Director Advocacy, Policy and Marketing, and act as the organization’s spokesperson around AU issues, whenever required.
  • Support Country Advocacy and Policy Efforts towards influencing change.
  • Facilitate strategic meetings/engagement with AU Champions to identify key issues/priorities and recommendations to engage stakeholders working with and/or around AU and its relevant institutions.
  • Provide periodic update on coalition and champions’ activities/advocacy to the Director Advocacy, Policy and Marketing Africa Bureau.

 Planning, Budgeting, Monitoring, Reporting, and Internal Communication

  • Make Bi-Annual Work Plans for policy & advocacy work with AU and related institutions & ensure these are informed by emerging public health priorities in the region, as well as AHF advocacy priorities.
  • Make bi-annual budgets to support the workplans
  • Ensure bi-annual budget forecasts and effective expenditure management for all activities.
  • Use the established advocacy planning and monitoring template to enable effective capture of advocacy progress and inform planning and reporting
  • Report on advocacy activities and progress on a regular basis and contribute information towards annual reporting.
  • Ensure there is regular communication of progress and challenges of advocacy activities, to the Bureau Policy and Advocacy Team
  • Produce updates for purposes of internal debate and collective decisions on the priorities we should maintain for advocacy

Job Requirements

Education, Language and Qualifications:

  • Master’s Degree in Public Health or related fields including other Health Sciences or Social Sciences from a recognized university
  • Good communication skills in English and Amharic

Essential knowledge, skills and experience:

  • At least seven years’ Management experience in an HIV related Public Health Management Position in a similar NGO working on HIV/AIDS prevention, care and treatment
  • Demonstrated management and leadership capabilities particularly related to Public Health Program Management, Advocacy, & Marketing
  • Must be highly organized and capable of effective multi-tasking
  • Training on HCT program management and HIV prevention would be a necessity; additional training on ART, PMTCT, TB/HIV, Nutrition in HIV… is an advantage
  • Experience with operational research and evidence-based healthcare is an added advantage
  • Enjoys working as a member of a cohesive multi-cultural team
  • Proficient in computer and internet skills, including word processing, database and presentation software; experience with MS Word, Excel, PowerPoint, and statistical analysis programs
