Purpose of the position/Job’s aim

The purpose of the Field Coordinator position is to ensure that all Ethiopia Joint Response (EJR) Project activities are implemented based on the project proposal and agreement according to Cordaid’s project-based working principles, procedures, and approach. He/she leads EJR project and Cordaid’s efforts to effectively implement interventions for life-saving and immediate recovery and resilience building supports for conflict affected target beneficiaries in Weldiya administration, North Wollo Zone, Amhara region. He/she is responsible for the planning, direct implementation and supervision, coordination, and reporting of all the project activities; monitoring and tracking progress, providing ongoing feedback, and proposing adjustments to quarterly and annual implementation plans according to emerging needs and priorities. He/she establishes and maintains close working relationship with EJR partners, CBOs, government sector offices, and NGOs in implementing and monitoring the project; organize quarterly progress review meetings; document and share potential promising practices/good practices and lessons learned that have a positive and lasting impact on the lives of the target beneficiaries. He/she will ensure operations are in compliance with the Cordaid, the donor and government policies and requirements procedures, so that they improve performance, ensures the quality of the project work, achieve intended results, and ensure sustainability of the interventions. 

Responsibilities and Accountability

Project Management 

  • Responsible for the planning, daily management, and implementation of EJR project activities.
  • Serves as the frontline person that stimulates action, liaises with the government, DRA JR partners, and other NGO to facilitate the delivery of project interventions in the assigned area/s
  • Analysis and provide periodic update issues affecting EJR project in the locality area.
  • Ensures that EJR project activities are implemented as outlined in the project agreement and in accordance with the organizations programming principles.
  • Ensures that all project interventions are carried out with full participation of the individuals, community, CBOs, government sector offices, and other stakeholders.
  • Prepare and manage a comprehensive activity plan for the EJR project, including resource needs analysis, covering the time frame of the project proposal.
  • Develops detailed implementation plans (DIP).
  • Lead the day-to-day implementation of the project’s activities.
  • Provides ongoing feedback to project activities and propose adjustments in annual implementation plans according to emerging needs and priorities.
  • Ensure all relevant documents related to the EJR project are produced and filed according to Cordaid and donor guidelines.
  • Responsible for the timely submission of well-prepared monthly project updates to your supervisor in Cordaid Ethiopia.
  • Ensure complete and timely reporting of activities to Cordaid Ethiopia HPL, government, and any other relevant bodies.
  • Ensure procurement system follows protocols, SOPs, rules and regulations. This involves effective communication and working relations with Cordaid Procurement and logistic team to facilitate timely procurement, transportation, and storage based on the procurement plans.
  • Regularly follow-up warehouse/store management by using warehouse monitoring tools like conducting regular spot checks; and reviewing of warehouse inventory reports.

Quality Management

  • Promote and use Cordaid project based working procedures, ensuring that all standardized formats are used, and guidelines are followed.
  • Ensure EJR project is implemented in line with the Project proposals and requirements and in accordance with CHS, and other international standards like Sphere standards.
  • Provides technical assistance to project team, target beneficiaries, government sector offices, other EJR JR partners and counterparts as required.
  • Regularly assess and provide feedback and recommendations on the quality of the EJR project and interventions during field visits and at other relevant times. 

Financial Management 

  • Prepares fund request and monitor the budget vs actual expenditures.
  • Prepare the budgets for the EJR, in collaboration with the Cordaid Ethiopia HPL and Operation Manager and in accordance with donor guidelines.
  • Working closely with Cordaid Ethiopia HPL and Operation Manager to ensure that budgets are spent according to donor proposals and regulations and within the appropriate timeframe, making any budget adjustment recommendations to the Country office.
  • Monitor the spending of the EJR project to ensure they operate in line with Cordaid Ethiopia and the donor guidelines for financial accounting and reporting practices.
  • Approve all payments (procurement, travel disbursements, staffs’ incentive, and other payments per the approval threshold level.
  • Ensure appropriate cash management system is implemented in satellite offices. This includes cash transfer, payment system and proper handling of petty cash and cash in office mechanisms, bank account management and risk management related to cash.
  • Verify/review all payments beyond the authority level.
  • Support the finance officer in gathering quality financial documents and ensure that financial reports and documents are sent to country office on time.

Monitoring, Evaluation and Learning

  • Ensure that regular supervision and monitoring against project objectives are conducted and reports to the Cordaid Ethiopia HPL; 
  • Support baseline survey, mid term and end of project evaluation; organize joint monitoring visits, and lead monitoring and evaluation of EJR project.
  • Periodically visits field activities and provide formal and informal feedback to supervision in terms of adequate and inadequate progress as well as recommendations for improved performance.
  • Ensures that the project utilizes MEL findings/results in enhancing/modifying project implementation and contribute for further similar planning.

Networking and Partnership

  • Maps and identifies potential partners (including EJR JR partners) in the project area that Cordaid Ethiopia can work with in the implementation of EJR Project.
  • Develop and maintain relationships with relevant stakeholders and represent Cordaid at relevant meetings (e.g. local government and sector-coordination) in order to facilitate and ensure cooperation and partnerships.
  • Seek out and actively participate in relevant local networks or task groups on specific humanitarian aid and resilience building issues.
  • Accompany donors on field trips and ensure programme details are transmitted in a timely and professional manner.

Job Requirements

Qualification, skills and experience required

  • Degree or Post graduate degree (MA/MSc) in project management, economics, management, business administration, social science, or related fields
  • Minimum of four years similar work experience with degree or three years relevance experience for post graduate.
  • NGO experience with similar responsibilities is preferred

  • Technical and professional knowledge and experience in humanitarian-resilience nexus Programming
  • Experience in the design, implementation, monitoring and evaluation of programmes
  • Experience in managing projects in consortium, and understanding of multi-sectoral and multi-agency approaches
  • Team-player with good inter-personal skills and committed to team-building and able to develop and support other team members
  • Capacity to work under pressure and manage personal stress levels
  • Computer literate and ability to use basic operating systems
  • Experience working in remote and hardship areas.
  • Good report and proposal writing skills
  • Having coordination and lesion skill
  • Written and spoken English language skills
