Job Purpose Summary
To ensure the finance department in Assosa Area Office functions efficiently in all areas of financial accounting, management, monitoring and reporting.
Key Responsibilities
- Ensure financial management systems and procedures are in place and that NRC’s and donors’ accounting practices and standards are adhered to
- Participate in project budgets preparations
- Oversee the financial accounting, management, monitoring and reporting;
- Ensure that accurate and timely accounts are submitted to finance country office in Ethiopia by 5th of every month in accordance with NRC financial policies and procedures.
- Assist the Area Manager in preparing cash forecasts, maintaining overall budget control and monitoring cash flows and expenditures
- Ensure timely payment of staff salaries and contractors and other expenditures
- Oversee all financial requests made by the projects, and ensure that NRC’s external financial obligations are met
- Maintain open communication with the Area Manager, program staff and others for all financial clarifications and liaise with Addis finance officer for technical support.
- Review payment requests for accuracy, completeness, compliance, level of authorisation and clarity on the invoices.
- Ensure accurate maintenance of all NRC financial and accounting files and transactions
- Ensure, in coordination with the relevant project staff, that project / program expenses are incurred consistent with grant agreements and grant budgets
- Monitor and disburse program budgets as per approved expenditures and budget lines
- Provide up-to-date analysis and regular reports of the Area financial status
- Support Project Managers in budget preparation as well as proposals development
- Ensure proper management of accounting documents and records
- Conduct weekly cash counts with the Finance Assistant and month end cash counts with the Area Manager
- Coordinate financial matters with third parties like banks, vendors and tax authorities.
- ú Prepare and submit periodic financial reports as appropriate
- ú Assign duties, supervise, train and appraise Finance Assistant.
- ú Any other duty assigned by the Area Manager
Job Requirements
Academic and Professional Qualifications
- Bachelors Degree in Business Administration, Commerce, Finance or Accounting
- Certified Public Accountant
Relevant Experience
- Minimum of 2 years relevant experience
- 1 year of INGO experience
Knowledge, Skills & Personal Attributes
- Excellent interpersonal, written and verbal communication skills
- Strict attention to policy and practice detail
- Very strong financial analysis skills
- High integrity
- Good knowledge of financial reporting systems in donor funded work
- Ability to work under pressure and meet deadlines
- Good cultural awareness and sensitivity
- Ability to function independently and as a work team leader/facilitator
- Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and PowerPoint.
