Job Description

Supervision of:  ICLA team Officers/Technical Assistants 

Duty station:  Jigjiga

Travel:   Frequent travel to different Zones of the Somali Region (50%)

Duration and type of contract:  Full time (national staff contract)

Responsibilities

  1. Role and responsibilities

The purpose of the ICLA Coordinator position is to implement the delegated Information, Counselling and Legal Assistance (ICLA) project portfolio in the NRC Jigjiga Area office, coordinate with the different stakeholders and actively participate in the relevant clusters and working groups active in the region 

The following is a brief description of the role.                                      

Generic responsibilities

  1. Line management of ICLA Officers and Technical Assistants operating in the Jigjiga
  2. Adherence to NRC policies, guidance, and procedures
  3. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
  4. Manage and implement a delegated portfolio of ICLA projects (activities, budget, and project documentation in line with proposals, strategies, and donor requirements, and ensure high technical quality of implementation)
  5. Provide regular progress reports to the Area Manager and/or ICLA Specialist.          
  6. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders

Specific responsibilities

  1. In consultation with the ICLA Specialist and Area Programme Manager, coordinate and facilitate capacity building training for humanitarian partners, local authorities, and displaced community leaders
  2. Ensure compliance by the ICLA Officers/Technical Assistants with ICLA policies, and implementation of ICLA case management and M&E tools
  3. Implement HR-related processes (recruitment, orientation, training, performance appraisal) concerning the ICLA Officers/Technical Assistants
  4. Ensure compliance by the ICLA Officers/Technical Assistants with NRC’s Human Resource, Financial, Logistics & Security policies, and procedures, and amicably resolve any challenges that arise between the ICLA Officers/Technical Assistants and NRC’s support departments
  5. Regularly attend relevant Protection Cluster/Sector meetings in the area of operation to represent ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced persons facing civil documentation, legal identity, and related challenges, and contribute to the provision of effective and timely humanitarian assistance to displaced persons
  6. Take the lead in innovative and problem-solving HLP interventions, advocate and support the partners in the proper implementation
  7. Foster productive relationships between ICLA and local authorities / humanitarian partners
  8. Promote synergies between ICLA and other core competencies within the NRC Jigjiga area office
  9. Be an active member of the Jigjiga Area Office Management Team (AMT), participate in key program and operation meetings, and share updates and necessary support from other core competencies/functions of the area
  10. Track the progress of the different projects under the core competency, share the tracked information through NRC information platforms and continuously update as ac
  11. Collaborate with other streams of the area office through the APM/AM, integrate, coordinate and address joint multi-sector assessment as required 
  12. Any other task relevant to the position as requested by the line manager

Qualifications

Generic professional competencies:

  • Previous experience from working in a humanitarian/recovery context, Protection, and ICLA
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical, and negotiation skills;
  • Strong organizational and team-building skills
  • Ability to prioritize responsibilities, carry out multiple tasks simultaneously, and meet deadlines
  • Knowledge about own leadership skills/profile
  • Ability to work independently whenever required

Context/ Specific skills, knowledge, and experience:

  • A University degree in law is strongly preferred and will be considered a very strong asset; alternatively, a degree in social science, political science, or a related subject will be considered if the candidate has a sufficiently strong background in protection related work
  • Experience from working in a protection or legal assistance implementation position in a humanitarian/recovery context, including the delivery of technical capacity building training
  • Experience with child protection related issues will be considered a very strong asset
  • Experience of working in the Somali region, undertaking the context and language of the region is mandatory
  • Significant experience in monitoring, evaluating, and reporting on project activities
  • Prior experience in representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
  • Advanced computer skills, especially in Microsoft Word, Excel, PowerPoint, and Outlook
  • Fluency in written and spoken English
